UM, SHE BRINGS, UH, YEARS OF EXPERIENCE IN ADMINISTRATIVE WORK AND CUSTOMER SERVICE OUTSIDE OF WORK.
SHE ENJOYS SPENDING TIME WITH HER SWEET DOG, MIMI, READING BOOKS AND EXPLORING NEW RECIPES TO COOK.
SHE SAYS, UM, SHE'S EXCITED TO BE A PART OF THIS WONDERFUL COMMUNITY AND SHE LOOKS FORWARD TO CONTRIBUTING TO THE CITY'S GROWTH AND GOALS.

HE'S GOT, UM, A WIFE THAT HE'S BEEN BEEN WITH FOR 23 YEARS AND FIVE KIDS IN AGES FROM 22 TO SIX.
UM, HE LIKES TO SPEND TIME WITH HIS FAMILY, READ AND WORK OUT, AND COOK, AND HIKING, FISHING, AND TRAVELING.
SO, HERE'S OFFICER, UH, BRUCES.
AND I'M LOOKING VERY, UH, VERY EXCITED TO SERVE, UH, THE CITY THAT I LIVE IN.
UH, HE IS FROM HERE, ACTUALLY, HE WENT TO SCHOOL AT STEEL HIGH SCHOOL.
UM, HIS FAMILY WAS IN THE NAVY, SO THEY TRAVELED AROUND A LOT.
BUT HE ENDED UP COMING BACK HERE HOME TWO SHIRTS.
HE WORKED AT TEXAS STATE DUE TO UNIVERSITY POLICE FOR ABOUT THREE YEARS.
UM, AND HE HAS A BACHELOR DEGREE FROM, FROM A, FROM FROM, UH, FROM A UT SA, UM, IN CRIMINAL JUSTICE AND A MINOR IN ENVIRONMENT.
UM, HE HAS PLANS TO SUBSTITUTE, SET HIS, UH, ROOTS HERE AND SHIRTS AS WELL.
AND ON HIS SPARE TIME, HE LIKES TO GO FISHING AND IS STARTING TO, TO, UH, PICK UP FLY FISHING.

HIS FAVORITE HOLIDAY IS CHRISTMAS 'CAUSE HE ENJOYS GETTING THE FAMILY TOGETHER.

AND WHEN HE IS NOT FISHING, HE LIKES WATCHING FOOTBALL.
HIS FAVORITE TEAM IS THE BUFFALO BILLS AND HIS FAVORITE CLASS IN SCHOOL WAS SCIENCE.

UM, WE'LL HAVE THE HOLIDAY LIGHTS, SO THE BUILDING TREES AND CANOPY LIGHTS.
YOU'LL SEE THAT WE DID MORE LIGHTING THIS YEAR.
UM, MAINLY IN THE CANOPIES, YOU'LL NOTICE THAT.
AND THEN WE'LL ALSO HAVE HOT COCOA AND COOKIES, WHICH IS SPONSORED BY THE CHAMBER AND SERVED BY RIVER CITY COMMUNITY CHURCH.
AND THEN ON SATURDAY WE'VE GOT A FULL DAY PACKED WITH LOTS OF ACTIVITIES.
WE'LL START OFF WITH BREAKFAST WITH SANTA, UM, IN THE MORNING AT 8:00 AM THERE ARE THREE SESSIONS IF ANYBODY IS, UM, KNOWS SOMEBODY THAT'S STILL TRYING TO GET TICKETS.
WE HAVE A FEW SPOTS LEFT AT 8:00 AM BUT THE NINE 15 AND 10 30 ARE PRETTY MUCH SOLD OUT AT THIS POINT.

AND WE REALLY DID SOME, UH, WONDERFUL THINGS.
SO THIRD PLACE MOWER, RAY KINKO, UM, LET'S SEE, WE DID TRUCK AND TRAILER WOULD BE DIEGO MARTINEZ AND DANIEL DIONE.

AND WE TOOK HOME FOUR AWARDS THIS YEAR, WELL, I'LL SAY THREE AND A HALF 'CAUSE ONE OF THE AWARDS WE SUBMITTED NOMINATING SOMEONE AND THAT AWARD WON.
SO THE GREAT SPRINGS PROJECT'S ACTUALLY THE ONE THAT WON THAT AWARD.
UM, BUT WE HAD FOUR AWARDS, SO PARK PROFESSIONAL OF THE YEAR WAS OUR VERY OWN LAUREN SHRM.
AND THEN THE CONSERVATION AWARD WENT TO THE GREAT SPRINGS PROJECT, WHO WE NOMINATED.
UM, AS YOU MIGHT REMEMBER, THEY WORKED WITH US CLOSELY FOR THE DRY KAMEL CREEK, UM, PROPERTY THAT WE PURCHASED LAST YEAR.
UM, SO THEY'VE BEEN INSTRUMENTAL IN UM, KIND OF MOVING THAT FORWARD, UM, TRYING TO GET THAT TRAIL CONNECTED FROM THE SPRINGS.
AND THEN WE ALSO WON TWO PHOTO AWARDS.
SO, YOU KNOW, WE TRY TO DO, DO, UM, PHOTOS AT ALL OF OUR EVENTS TO CAPTURE THE GREAT THINGS THAT WE'RE DOING AND, UM, ALL THE FUN THAT PEOPLE ARE HAVING.

UM, I AM HERE TONIGHT, UH, TO GO OVER THE LEGISLATIVE PLATFORM AND PRIORITIES THAT STAFF HAS DRAFTED FOR THE 89TH LEGISLATIVE SESSION, WHICH WILL BE BEGIN ON JANUARY 12TH.
UM, AHEAD OF THE LEGISLATIVE SESSION, IT'S IMPORTANT FOR US TO IDENTIFY, UM, THE PRIORITIES FOR THE CITY OF SHIRTS SO THAT STAFF IS ENABLED TO GO AND ADVOCATE AND WORK WITH OTHER CITIES, UH, WORK WITH OUR LEGISLATORS.
UH, IN THE INTEREST OF THE CITY OF SHIRTS, UM, APPROVING THE RESOLUTION DOES NOT LIMIT ELECTED OFFICIALS.
UM, IT'S, UH, DOESN'T LIMIT YOU TO ONLY, UM, ADVOCATING FOR THESE.
UM, THIS IS JUST A BROAD LEGISLATIVE PLATFORM THAT GUIDES STAFF IN OUR INTERACTIONS WITH TML LEGISLATORS AND OTHER CITY GROUPS.
UM, SO OUR LEGISLATIVE PLATFORM SETS CLEAR PRIORITIES, UM, FOR OUR ADVOCACY.
UM, AND THESE PRIORITIES HAVE BEEN IDENTIFIED BASED ON PAST CONCERNS, UM, AND IMPACTS ON PREVIOUS LEGISLATION.
UM, WHILE ALSO KEEPING IN MIND AND TRYING TO ALIGN WITH OUR UPDATED, UH, STRATEGIC PLAN, WHICH YOU ALL ADOPTED IN SEPTEMBER.
UM, THE PLATFORM IS BROAD IN NATURE AS WE'RE NOT YET SURE HOW BILLS ARE GONNA BE DRAFTED AND HOW, UM, WHAT THE SPECIFIC, UM, ISSUES OR TOPICS WILL BE.
UM, AND SO WE WANT IT TO BE MORE BROAD IN CAPTURING, UM, UH, TOPICS AND PRIORITIES THAT WE FEEL, UM, WOULD BE IN THE BEST INTEREST OF THE CITY OF SHIRTS AND THE COMMUNITY.
UM, OUR TIMELINE, UH, ONCE THIS IS ADOPTED, UM, WITH ANY ADDITIONS OR EDITS THAT YOU GUYS MAY HAVE TONIGHT, UM, STAFF PLANS TO MEET WITH OUR LEGISLATORS, TML STAFF AND OTHER CITIES, UM, THAT ARE ADVOCATING FOR SIMILAR BILLS AND ISSUES SUCH AS THE DVHS EXEMPTION.
UM, WE'VE ALREADY BEEN WORKING ON,

UM, I BELIEVE ONE WAY THE CITY ALREADY DOES THIS IS THROUGH NEP, UH, THE NORTHEAST PARTNERSHIP.
THEY DEVELOP A LEGISLATIVE AGENDA, UM, BASED ON THE CITIES IN THIS REGION AND THEIR PRIORITIES WAS TO OFTEN ALIGN.
AND SO THAT THAT GROUP, UM, HELPS WITH LEGISLATION AS WELL.
UM, A NUMBER OF BILLS HAVE ALREADY BEEN FILED.
UM, JUST FOR REFERENCE, THESE ARE THE CITY RELATED BILLS THAT HAVE BEEN FILED SO FAR.
UM, AND A LOT OF THESE ARE ALREADY RELATED TO THE PLATFORM THAT WE HAVE OUTLINED.
UM, SO I WILL CONTINUE WALK, WORKING, UH, ON TRACKING THESE BILLS, THE MONEY BILLS THAT WILL BE, UM, PUT FORWARD AND FILED IN THE LEGISLATIVE SESSION.
UM, AND THEN, UM, TRYING TO PROVIDE UPDATES TO COUNCIL AS NEEDED, UM, ON THOSE BILLS AND THE STATUS OF THEM.
BUT, UH, WITHOUT FURTHER ADO, SO ESSENTIALLY THE LEGISLATIVE, UH, PLATFORMS SUPPORTS, UH, THE CITY OF SHIRTS WOULD SUPPORT FUNDING FOR DISABLED VETERANS HOMESTEAD EXEMPTION.
WE ALREADY PASSED THAT RESOLUTION BACK IN JULY.
UM, UH, FUNDING FOR ADDITIONAL, UH, FUNDING OR ADDITIONAL RESOURCES FOR LOCAL TRANSPORTATION INFRASTRUCTURE PROJECTS, PARKS AND TRAILS DEVELOPMENT.
UM, OUR PARKS DEPARTMENT RECENTLY PROCURED GRANTS THROUGH THE TEXAS PARKS AND WILDLIFE.
SO THAT KIND OF FUNDING IS IMPORTANT IN ENABLING OUR COMMUNITY TO DEVELOP, UM, OUR PARKS AND OUR OUTDOOR SPACES AS WELL AS OUR TRAILS.
UM, ALSO STATE GRANT FUNDING WE WOULD SUPPORT FOR, UH, THE WATER, UH, WATER RESOURCES THROUGH THE TEXAS WATER MEANT WATER DEVELOPMENT BOARD.
UM, HOWEVER, THERE'S CERTAIN LEGISLATION THAT WE WOULD OPPOSE, RIGHT? UNFUNDED MANDATES.
UH, THEY CAN CREATE A STRAIN ON CITY AND THEY CAN DIVERT RESOURCES AWAY FROM LOCAL PRIORITIES.
UM, AND IT FORCES CITIES TO REALLOCATE BUDGETS IN WAYS THAT MAYBE COULD NEGATIVELY IMPACT ESSENTIAL SERVICES.
UM, WE WOULD OPPOSE, UM, LEGISLATION THAT WOULD ERODE THE ZONING AUTHORITY AND LOCAL DEVELOPMENT TOOLS.
UM, THERE'S ALREADY BEEN A BILL FILED A PREEMPTION ON DENSITY.
RIGHT NOW IT'S BRACKETED, SO IT WOULDN'T IMPACT OUR CITY.
UM, BUT I I, I AM SURE THAT'S NOT GOING TO BE THE ONLY BILL THAT'S FILED.
UM, WE ARE STILL VERY EARLY IN THE STAGES, SO THERE WILL BE MANY MORE BILLS FILED.
UM, ANY MEASURES THAT UNDERMINE ECONOMIC DEVELOPMENT TOOLS, UM, THINGS LIKE, UH, TAX ABATEMENT OR INCENTIVES, UM, THEY ALLOW US TO BE COMPETITIVE, UM, TO ATTRACT BUSINESSES.
SO WE WOULD OPPOSE, UM, ANY MEASURES THAT WOULD UNDERMINE THAT.
UM, PREEMPTION OF LOCAL CONTROL, LOCAL CONTROL C LOCAL CONTROL ALLOWS CITIES TO ADDRESS UNIQUE CHALLENGES SPECIFIC TO THEIR CITY.
UM, AND SO THAT WOULD BE SOMETHING THAT WE WOULD OPPOSE.
UM, BILLS HAVE BEEN FILED ON THAT.
AND THEN RESTRICTIONS ON ADVOCACY.
THERE'S BEEN SEVERAL BILLS FILED ON THAT, UH, PRO PROHIBITING THE CITY FROM ESSENTIALLY WORKING WITH ORGANIZATIONS LIKE TML ON ADVOCACY.
AND THAT'S ALL I HAVE FOR YOU, SO I HAPPY TO TAKE ANY QUESTIONS, UM, AND OR ANY ADDITIONS OR EDITS YOU GUYS MAY HAVE ON THE AGENDA.

SO, AND THE IMPACT IT WILL HAVE, LIKE YOU SAID, I, I THINK, UH, HAVING YOU ADVOCATE FOR THE CITY AT THIS LEVEL, I THINK IT'S A GREAT, GREAT OPPORTUNITY, UH, FOR US TO MAKE SURE THAT AUSTIN HEARS US.

THIS IS THE AREA WE'RE TALKING ABOUT.
IT'S ONE OF OUR OLDER NEIGHBORHOODS IN, IN OUR COMMUNITY.
FIRST STREET, CHURCH, STREET, ZOO, EAST SECOND, ON ALL THOSE STREETS.
BASICALLY THE SITUATION WE HAVE IS WE HAVE AGING INFRASTRUCTURE.
WE PUT TOGETHER A BID PACKAGE.
THE BIDS RANGE FROM ABOUT 4.8 MILLION TO JUST OVER 6 MILLION.
AND THAT'S FOR THE BASE BID PLUS TWO ADDITIVE ALTERNATES WE HAD IN THE BID PACKAGE.
ALTERNATE NUMBER ONE WAS TO DO A SECTION OF SEWER LINE REPLACEMENT OR SEWER MAIN REPLACEMENT THAT, UH, WOULD BE PIPE BURSTING AS OPPOSED TO CONVENTIONALLY DIGGING UP A LONG TRENCH, PULLING THE PIPE OUT AND REPLACING IT.
UH, THE REASON FOR THAT ADDITIVE ALTERNATE IS THERE'S A SECTION AT THE END OF WASTE STREET THAT EXTENDS IN AN EASEMENT ACROSS PRIVATE PROPERTY.
IT GOES RIGHT THROUGH KIND OF THE MIDDLE OF A, OF A STORAGE YARD FOR, FOR THAT PROPERTY OWNER.
AND PIPE BURST WOULD BE LESS DISRUPTIVE IF WE COULD DO THAT IN THAT AREA.
ALTERNATE NUMBER TWO IS THE MOST EXPENSIVE ONE, AND IT'S A BIG ONE.
IT RANGED FROM ABOUT 764,000 TO OVER A MILLION DOLLARS.
AND THAT'S WHEN WE REPLACE, UM, THE WATER MAINS AND THE SEWER MAINS.
WHEN WE BACKFILL THE TRENCH, YOU CAN USE EITHER NATIVE MATERIAL, THE MATERIAL YOU DIG OUT WHEN YOU GO TO REPLACE THE LINE, OR YOU USE FLOWABLE FILL.
FLOWABLE FILL IS A CEMENT PRODUCT.
SO YOU BASICALLY PUT IT IN, YOU KNOW, YOU DON'T HAVE TO WORRY ABOUT DOING IT IN LIFTS AND COMPACTING EACH LIFT SO IT CAN GO A LITTLE BIT QUICKER.
UM, IT'S BEEN KIND OF OUR, OUR POLICY THAT WE WANTED TO, EVERY TIME WE CUT INTO AN EXISTING STREET AND WE DO THE BACKFILL TO USE FLOWABLE, FILL ON THOSE TRENCHES TO AVOID FUTURE SETTLEMENT.
WE DON'T WANNA, YOU KNOW, REPAVE THE STREET OR DOING REAL NICE PATCH AND THEN A SHORT TIME IT SETTLES AND CAUSES US PROBLEMS. UM, SO ADDITIVE ALTERNATE TO NUMBER TWO WAS FOR THAT WE HAD KIND OF A MIXED BAG IN ANALYZING THE BIDS.
YOU KNOW, NOT EVERYBODY WAS LOW ON ALL THREE SECTIONS OF, OF THE BID PACKAGE.
WE HAD ONE THAT WAS LOW ON THE BASE BID

AND IF WE DO THAT, WE WIND UP WITH A TOTAL CONTRACT AMOUNT OF ABOUT 4.8 MILLION AND WE'RE ASKING FOR A NOT TO EXCEED AMOUNT OF 5.3 MILLION TO GIVE US SOME CONTINGENCY.
WE ARE TALKING ABOUT SOME UTILITY REPLACEMENT WORK HERE.
AND WHEN YOU START DIGGING AND YOU START MESSING WITH PIPES, YOU UNCOVER THINGS IN CONSTRUCTION THAT YOU DON'T ANTICIPATE OR YOU, YOU, YOU'RE SURPRISED BY.
SO WE'D LIKE TO HAVE A LITTLE BIT OF CONTINGENCY ON THAT WITH COUNCIL APPROVAL.
UM, WE WOULD ESTIMATE CONSTRUCTION STARTING NOW.
WE HAVEN'T TALKED TO THE LOW BIDDER YET.
WE WOULDN'T START TALKING TO THEM UNLESS YOU APPROVE THE CONTRACT AWARD, BUT WE'RE ANTICIPATING THEY WOULD GET STARTED IN EARLY 2025.
AND BECAUSE OF THE UNDERGROUND WORK, THAT'S WHAT'S GONNA TAKE THE LONGEST.
BUT ONCE WE REPLACE THE UNDERGROUND PIPES, WE ARE GONNA REHAB THE STREETS SO THE EXISTING STREET SURFACE IS GONNA BE STRIPPED OFF.
WE'LL CEMENT STABILIZE THE MATERIAL UNDERNEATH AND REP PAVE THE STREETS.
SO WE'LL HAVE BASICALLY NEW LOOKING STREETS WHEN WE'RE DONE.
ALL OF THAT WORK IS EXPECTED TO BE COMPLETED IN LATE 2025.
IT'S GONNA TAKE ALMOST A YEAR TO GET ALL THAT STUFF DONE.
