NEW GROWTH WILL EXPAND AWAY FROM THE CITY CENTER AND DEVELOPMENT PRESSURE ALONG A 35 CORRIDOR, AND FROM NEW BRAUNFELS RESULT, RESULT IN DEVELOPMENT AT HIGHER DENSITIES THROUGHOUT THE NORTH NORTHERN PORTION OF THE CITY. UH, THE TERRITORIES THAT WERE UNDER DELAYED ANNEXATION AGREEMENTS, UM, WOULD BE ANNEXED IN BY 2025. SOME OF THIS, AS WE WERE WRAPPING THINGS UP, THINGS OVERLAPPED IN IN TIME, SO IT SEEMS A LITTLE BIT ODD, BUT THE ANNEXATION OF THOSE TERRITORIES DID OCCUR, UH, LAST SUMMER. UH, IT WAS ALSO ASSUMED THAT THE CCN BOUNDARIES THAT ARE IN PLACE NOW WILL REMAIN IN PLACE FOR THE 30 YEAR PLANNING PERIOD. UM, THOSE DO SHIFT HERE AND THERE, UH, OVER TIME, BUT IT'S NOT EXPECTED THAT ANY OF THAT SHIFTING WILL HAVE ANY SIGNIFICANT IMPACT ON, UH, THE PLANS, I'M SORRY, THE PROJECTS IN THE MASTER PLANS. SO, POPULATION PROJECTIONS WERE PREPARED. UH, YOU CAN SEE THE VARYING, UH, ANNUAL GROWTH RATES OVER THE 30 YEAR PLANNING PERIOD, AND THEN THE DISTRIBUTION OF THOSE, UH, POPULATION CHANGES, UH, FROM STARTING IN 2020 AND THEN TO THE 30 YEAR PERIOD OF 2050. UH, WE ALSO LOOKED AT HOUSING PROJECTIONS OVER THE PLANNING PERIOD AND HOW THOSE WILL INCREASE, AND THEN HOW THAT INCREASE WILL BE DISTRIBUTED. SO TO IDENTIFY THE PROJECTS THAT NEED TO BE, UH, COMPLETED AND NEED TO BE ON THE MASTER PLAN. FIRST, WE EVALUATED EXISTING SYSTEMS, MODELED THE FUTURE GROWTH, AND THEN PROPOSED PROJECTS TO SOLVE BOTH EXISTING AND FUTURE ISSUES. SO, TALK ABOUT WATER FIRST. WE DEVELOPED A HYDRAULIC WATER MODEL WHERE WE STARTED OUT WITH OUR CURRENT SYSTEM. WE INPUT PIPES, VALVES, STORAGE, TANK STRUCTURES, ET CETERA, AND THEN UPDATED THE MODEL BASED ON DATA THAT WE DID PROVIDE TO THE CONSULTANT. SO RESIDENTIAL WATER USAGE PATTERNS, ACTUALLY FROM OUR, UH, WATER METERS, UM, VALVE SETTINGS, AND, UH, THE REMOVAL OF WATER LINES NOT IN SERVICE THAT WAS STILL SHOWING IN OUR GIS DATA, BUT ARE NOT ACTUALLY, UH, PART OF OUR SYSTEM ANYMORE. THEN WE EVALUATED THAT EXISTING MODEL AGAINST TCEQ, PUBLIC DRINKING WATER RULES AND REGULATIONS AND OUR CITY STANDARDS, WHICH IN SOME CASES EXCEED THE REQUIREMENTS BY TCEQ, AND THEN IDENTIFY THE PROJECTS THAT ADDRESS THAT CRITERIA AND, UM, THE PROJECTS THAT ARE NEEDED IN ORDER TO, UM, MEET THE CRITERIA WHERE IT'S NOT CURRENTLY. SO AS FAR AS THOSE CRITERIA, THERE'S MINIMUMS FOR SYSTEM STORAGE AND SUPPLY OF DRINKING WATER, UH, HIGH SERVICE PUMP CAPACITIES FOR PUMPING STATIONS AND MINIMUM PRESSURE REQUIREMENTS. SO THERE ARE CERTAIN PARTS OF THE CITY WHERE WE'RE NOT QUITE MEETING. UM, THE MINIMUM IS 20 PSI FOR, UH, RESIDUAL PRESSURE IN THE LINE. OUR STANDARD IS GENERALLY, UH, 35 PSI, SO WHEN IT DIPS BELOW 35, WE'RE NOT, UH, WE'RE STILL MEETING TCQ REQUIREMENTS, BUT WE'RE NOT MEETING OUR OWN STANDARDS. SO THEN WE APPLY THE GROWTH PATTERNS FROM THE LAND, USE ASSUMPTIONS TO THE MODEL, REEVALUATE THE MODEL AGAINST THOSE SAME STANDARDS, AND IDENTIFY PROJECTS NEEDED TO MEET, UH, THE CRITERIA. SWITCHING OVER TO, TO WASTEWATER, AGAIN, THE SYSTEM IS MODELED WITH, UH, PIPES, MANHOLES, UM, DEMANDS, LIFT STATIONS, FORCE MAINS, AND THEN THAT NEEDED TO BE CALIBRATED. UM, WE WANT TO KEEP DRAINAGE STORM WATER OUT OF THE SANITARY SYSTEM AS MUCH AS POSSIBLE, BUT INEVITABLY, IT, IT DOES GET IN. AND SO WE ACTUALLY DID SOME MONITORING OF FLOWS IN THE SYSTEM AT THE SAME TIME WE COLLECTED RAINFALL DATA OVER 60 DAYS. WE WERE ABLE TO CAPTURE SEVERAL STORMS AND THEN USE THE DATA OF THE FLOW AND SEE HOW THAT WAS IMPACTED BY THE RAIN AND CALIBRATE THE MODEL SO THAT IT WILL ACTUALLY REACT TO, UH, RAIN EVENTS THE WAY IT DOES IN REAL LIFE. SO WHAT WE'RE [01:15:01] LOOKING FOR WHEN WE MODEL THE WASTEWATER SYSTEM TO SEE WHERE WE MAY NEED TO MAKE IMPROVEMENTS, UH, WHERE WE MAY BE UNDERSIZED FOR, UH, WHAT WE NEED EXISTING CAPACITY FOR, UH, OUR SANITARY SEWER OVERFLOWS, UH, AND SURCHARGE GRAVITY MAINS. SO GRAVITY PIPES SHOULD BE FLOWING FREELY, AND IN SOME CASES, IF THE DOWNSTREAM PIPES ARE UNDERSIZED, IT CAN BACK UP THROUGH THE SYSTEM. AND THAT'S WHEN YOU HAVE WHAT WE CALL A SURCHARGED CONDITION. UH, SO WHAT WE FOUND WAS THAT THERE ARE 21, UH, LOCATIONS THAT ARE, UM, PRONE TO SANITARY SEWER OVERFLOWS. WE'RE FORTUNATE THAT, UH, WE DON'T ACTUALLY SEE THAT, BUT IF WE USE THE PROPER FACTORS OF SAFETY IN THE CALCULATIONS AND IN THE MODEL, UM, THERE ARE LOCATIONS WHERE THERE IS SOMETHING IN THE SYSTEM THAT NEEDS TO BE ADDRESSED, AND APPROXIMATELY 26,000 FEET OF SURCHARGE GRAVITY MAINS. SO, UH, SO THAT'S LOOKING AT OUR SYSTEM AS IT IS NOW WITH THE EXISTING USERS. THEN TO EVALUATE THE FUTURE WASTEWATER SYSTEM, WE APPLY THE GROWTH AS WE DID WITH WATER, APPLY THE GROWTH TO THE, TO THE MODEL, AND IDENTIFY LOCATIONS WHERE WE COULD EXPECT FUTURE SANITARY SEWER OVERFLOWS AND SURCHARGE LINES. AND THEN PROJECTS WERE DEVELOPED TO RELIEVE THE EXISTING AND FUTURE SYSTEM STRESSES. SO, UM, I'LL MENTION KIND OF THE DIFFERENCE BETWEEN WHAT WE'RE, UH, PROPOSING TO BE ADOPTED TONIGHT. AND PART OF WHAT YOU'LL BE TALK LOOKING AT DURING THE PUBLIC HEARING NEXT WEEK IS THIS IS THE MASTER PLAN FOR WATER AND WASTEWATER, AND IT INCLUDES PROJECTS THAT WE NEED TO DO, EVEN IF WE HAD NO GROWTH AT ALL IN THE, WE'VE GOT SOME UNDERSIZED LINES, WE'VE GOT AGING LINES, WE'VE GOT, UM, OPERATIONAL IMPROVEMENTS THAT CAN BE DONE TO THE SYSTEM. SO THESE PLANS INCLUDE THOSE TYPES OF THINGS AND THE PROJECTS THAT ARE NEEDED FOR THE GROWTH. WHAT WE'RE GONNA LOOK AT NEXT WEEK, WE'RE GONNA KIND OF STRIP THAT DOWN SOMEWHAT, AND WE'RE GONNA SAY, OKAY, NOW WE'RE GONNA LOOK AT THE COST OF THE PROJECTS THAT ARE JUST NEEDED FOR GROWTH. SO THAT'LL BE KIND OF THE, THE TWEAK TO THE CONVERSATION NEXT WEEK. BUT THIS ONE INCLUDES ALL OF THE PROJECTS. SO FOR, UM, OPERATIONAL IMPROVEMENTS TODAY AND, UH, TO ATTACK GROWTH FOR THE 30 YEAR PLANNING PERIOD. SO I'M NOT GONNA GO THROUGH EVERY ONE OF THE PROJECTS. UM, BUT THEY'RE, THEY'RE LISTED IN, IN THE REPORT, BUT THEY'RE BROKEN DOWN AS NEAR TERM 2030 AND 2050 WATER PROJECTS. UM, AND THEN NEAR TERM 2030 AND 2050 WASTEWATER PROJECTS, THEY MAY SHIFT AROUND OVER TIME, DEPENDING WHERE, UH, DEVELOPMENT COMES, WHERE SYSTEM, UH, SEGMENTS OF THE SYSTEM THAT ARE CURRENTLY UNDERSIZED MAY HAVE MORE STRESS THAN, THAN WHAT'S, UM, PREDICTED. SO THE TIMING OF THESE MIGHT SHIFT, BUT IN GENERAL, THEY'RE TIMED OUT TO ADDRESS THE GROWTH OF THE SYSTEM NEEDS BASED ON THE GROWTH THAT WE EXPECT. SO THESE MIGHT BE A LITTLE DIFFERENT. THEY MIGHT ALSO ECHO THE GOVERNOR'S. UM, HE PRESIDES OVER THE SENATE AND SO HE DIRECTS THE SENATE TO, UM, RESERVE THESE BILLS FOR HIS PRIORITIES. HE SAID THERE WAS GONNA BE 40 PRIORITIES. UM, THEY'VE ONLY RELEASED ONE THROUGH 25. I'M NOT SURE IF WE'LL SEE THE 15 OR IF, IF THESE ARE ENOUGH TO KEEP THE SENATE BUSY. UM, SO SENATE BILL SEVEN AND SENATE BILL EIGHT, UM, HAVE NOT BEEN FILED AND NEITHER HAS SENATE BILL 14, UM, SENATE BILL 15 TODAY WAS FILED ACTUALLY, UM, THE REMOVING BARRIERS TO AFFORDABLE HOUSING. UM, IT RELATES SB 15 RELATES TO SIZE AND DENSITY REQUIREMENTS FOR RESIDENTIAL LOTS IN CERTAIN MUNICIPALITIES. UM, THIS WAS JUST FILED TODAY, BUT I WAS LOOKING AT IT AND IT DOES NOT SEEM TO APPLY TO OUR CITY. IT IS CITIES GREATER THAN 90,000 IN POPULATION, UH, THAT ARE ALSO IN A COUNTY OF 300,000 [01:30:01] OR MORE. SO WE ARE UNDER 90,000 IN POPULATION. SO IT DOES NOT SEEM THAT IT WOULD APPLY, BUT I STILL NEED TO LOOK AT THIS A LITTLE BIT MORE CLOSELY 'CAUSE IT WAS JUST FILED TODAY. UM, AND THEN SB 19, THE STOPPING TAXPAYER DOLLARS FOR LOBBYISTS. UM, THIS ONE WAS FILED AND WENT TO THE SENATE, UM, COMMITTEE, UH, THIS PAST THURSDAY THE 27TH. UM, AND IT WAS LEFT PENDING IN COMMITTEE. SO IT'S STILL IN COMMITTEE. IT'S NOT MOVED ON. UM, WHEN I WAS LOOKING AT THE MINUTES FROM THE COMMITTEE MEETING, BECAUSE WE WERE ACTUALLY ATTENDING THE NEP UM, VISIT TO THE CAPITOL THAT DAY. UM, BUT WHEN I LOOKED AT THE MINUTES OF THE MEETING, IT LOOKED LIKE THERE WAS A COMMITTEE, UM, ADJUSTMENT OR A COMMITTEE BILL THAT WAS FILED THAT MIGHT BE A LITTLE DIFFERENT THAN THE WAY THIS ONE WAS FILED SB 19. UM, SO WE'LL GET INTO THAT A LITTLE BIT MORE IN THE NEXT FEW SLIDES. SO JUST TO RECAP, I'M GONNA QUICKLY MOVE THROUGH THIS SECTION. HOWEVER, AS OF THE END OF LAST WEEK, UM, THOSE NUMBERS HAVE CHANGED BECAUSE BILLS CONTINUE TO BE FILED EVERY DAY. UM, AND SO NOW IT LOOKS LIKE THE HOUSE HAS FILED OVER A THOUSAND BILLS, UM, THAT ARE RELATED TO CITIES. AND THE SENATE IS AT ABOUT 540 BILLS. AND AGAIN, THAT NUMBER'S GONNA CONTINUE TO GROW. UM, AND SO AS I SAID, THAT'S AS OF LAST FRIDAY. THERE'S BEEN MORE THAT HAVE BEEN FILED SINCE THEN. UM, AND SO WE'RE NOT DONE YET WITH THE SESSION. THEY DO ANTICIPATE TML WHEN I WAS SPEAKING WITH THEM, THEY ANTICIPATE THAT IT WILL HAVE, UM, THEY WILL HAVE THE SAME AMOUNT OF BILLS, IF NOT A LITTLE BIT MORE THAN WERE FILED LAST SESSION. SO, UM, LOOKING PROBABLY ABOUT 2000 BILLS THAT WOULD BE RELATED TO CITIES. UM, WE'VE MET WITH SEVERAL OF OUR REPRESENTATIVES. UH, WE'VE HAD SOME GREAT DISCUSSIONS WITH THEM OVER OUR LEGISLATIVE PRIORITIES AND SPECIFICALLY THE UM, DVHS EXEMPTION AND THE IMPACTS IT HAS ON OUR COMMUNITY AND IN THE AREA. UM, WE JUST TOOK OUR NEP LEGISLATIVE TRIP ON THURSDAY AND WE SPOKE TO, UM, SEVERAL REPRESENTATIVES FROM SENATOR CAMPBELL'S OFFICE FROM, UH, REPRESENTATIVE CAREY ISAAC'S OFFICE. UM, UH, REPRESENTATIVE LUHAN WAS THERE AND HIS, UH, CHIEF OF STAFF AS WELL. AND THEN WE HAD, UM, REPRESENTATIVE SCHOOL CRAFTS CHIEF OF STAFF. AND SO WE GOT TO SPEAK WITH THEM AND SHARE THE IMPORTANCE OF, UH, FINDING A WAY TO FUND THE DVHS EXEMPTION, UH, FOR CITIES WHO ARE, UM, DISPROPORTIONATELY IMPACTED. SO I'M GONNA GO THROUGH A FEW BILLS. NOW, THIS IS NOT A COMPREHENSIVE LIST OF EVERYTHING THAT WE ARE TRACKING. UM, I'M TRACKING, UH, PROBABLY CLOSE TO 50 BILLS AT THIS POINT. UM, AND THERE COULD BE MORE THAT ARE MAYBE MORE DEPARTMENT SPECIFIC THAT DEPARTMENTS ARE TRACKING AS WELL. UM, BUT THERE ARE A LOT OF BILLS. UM, I'M GONNA KIND OF GO OVER, UH, SOME HIGHLIGHTS AND KEY POINTS. UM, FIRST WE'LL TALK ON THE DVHS EXEMPTION. UM, AND BEFORE I KIND OF GET INTO THE BILLS THAT HAVE BEEN FILED SO FAR, I, I'M GONNA MAKE YOU GUYS AWARE THAT, UH, THE, UM, UH, THE COMPTROLLER OF TEXAS HAGAR COMPTROLLER HAGAR, UM, HE HAS REQUESTED, UH, ESSENTIALLY WHAT BE WOULD, WHAT WOULD BE LIKE, WHAT WE CONSIDER AN EXPANDED PROGRAM REQUEST. UM, HE IS, UH, ASKING FOR $50 MILLION IN ADDITION TO THE 19 MILLION, UM, FOR ADDITIONAL FUNDING FOR DVHS IN THE, THE BUDGET FOR THE BIE AND THE END BUDGET. UM, AND SO YOU CAN LOOK AT THE SENATE FINANCE COMMITTEE ON JANUARY 29TH, THE VIDEO WHERE THEY'RE DISCUSSING, UM, THAT REQUEST. UM, THERE'S A LOT OF DISCUSSION THAT HAPPENS ON IT. IT'S GOOD DISCUSSION. UM, AND I CAN SEND COUNSEL A LINK TO THAT VIDEO IF YOU GUYS WISH. IT'S, IT'S PRETTY QUICK WATCH. IT'S ABOUT AN HOUR, HOUR AND 15. UM, AND THEY'RE SPEAKING SPECIFICALLY ON THIS PORTION. UM, A LOT OF THE SENATORS ON THE FINANCE COMMITTEE WEIGH IN. THEY UNDERSTAND THAT CHALLENGES, UM, THAT THIS EXEMPTION, UM, PRESENTS TO, UM, COMMUNITIES LIKE OURS WHERE A LOT OF VETERANS LIKE TO CALL OUR COMMUNITY HOME. UM, AND SO, UH, THEY, THEY SEEM LIKE THEY UNDERSTAND THE ISSUE AND THAT THEY'RE MAYBE WILLING TO DO SOMETHING ABOUT IT. SO, UM, WE WILL SEE IF THAT 50 MILLION ASK GETS APPROVED AND THEN THAT WOULD PUT 34 MILLION FOR 2026 AND 34 MILLION FOR 2027. UM, THAT IS THE NUMBER THAT WAS REQUESTED LAST YEAR, UH, FOR THE CITIES WHO CURRENTLY QUALIFY. UM, SO YOU [01:35:01] HAVE TO BE ADJACENT TO A BASE RIGHT NOW. UM, AND THAT WAS THE NUMBER THAT EVERYBODY REQUESTED. AND THEY THINK THAT THAT NUMBER WOULD GET THE QUALIFYING CITIES 77% OF THEIR LOSS BACK. RIGHT NOW IT'S ABOUT 27%. UM, SO IT'S NOT NOTHING, BUT IT'S NOT THE FULL BILL. UM, AND THEN GETTING INTO THAT, WE HAVE SEVERAL BILLS HERE, UM, WHICH WOULD IMPACT THAT POOL OF MONEY AS WELL AS MAYBE OTHER REVENUES. UM, AND SO HB 2 44, HB 1383 AND SB 2 47 ALL RELATE, UM, TO WHO QUALIFIES WHAT GOVERNMENT ENTITIES QUALIFY. SO THIS WOULD EXPAND WHO WOULD QUALIFY, RIGHT? YOU WOULDN'T HAVE TO TOUCH A BASE, BUT MAYBE YOU'RE LOCATED IN A COUNTY WHERE A BASE IS LOCATED. AND SO, UM, THAT WOULD OPEN IT UP TO SEVERAL OTHER COMMUNITIES WHO DON'T CURRENTLY QUALIFY. AND THEREFORE MAYBE WE GET A SMALLER PORTION OF THE AID, WE WOULDN'T MAYBE GET THAT 77%, UM, THAT THE STATE IS TRYING TO FUND. UM, UH, HB 2032 AND SB 1126, UM, IT SEEMS LIKE IT WOULD EXPAND THE, UM, BENEFIT A LITTLE BIT. SO I THINK THE REQUIREMENT WOULD BE IF YOU ARE ABOVE 10%, UH, DISABLED VETERAN, UM, BUT BELOW THE A HUNDRED PERCENT THAT YOU WOULD GET SOME SORT OF PERCENTAGE EQUAL TO YOUR DISABILITY, UM, EXEMPTED FROM YOUR PROPERTY VALUE, SO SOME SORT OF, UH, PERCENTAGE OF YOUR HOME APPRAISAL. UM, AND SO THAT WOULD EXPAND IT. UM, AND THEN HB 1932 WOULD EXTEND THE FULL A HUNDRED PERCENT EXEMPTION TO ANYBODY WHO IS AT LEAST 60% OR MORE. UM, AND SO AGAIN, THAT WOULD, UM, ADD MORE FOLKS, UM, MORE VETERANS TO THE EXEMPTION, WHICH WOULD CREATE, UM, MORE REVENUE LOSS ON THAT. OTHER BILLS THAT WE'RE TRACKING. SO WE'VE GOT SB SIX 40. THIS WOULD PUT SOME RESTRICTIONS ON CO BONDS AND HOW CITIES CAN USE THOSE. UH, THE BILL WAS REFERRED TO LOCAL GOVERNMENT COMMITTEE ON FEBRUARY 3RD, UM, BUT IT HAS NOT BEEN HEARD IN COMMITTEE. UM, HOUSE BILL 1453 IS SIMILAR IN RESTRICTING HOW CITIES CAN USE LOCAL DEBT. THAT ONE'S NOT BEEN REFERRED YET. HB 25 74 UM, WOULD PROHIBIT A CITY FROM ISSUING GENERAL OBLIGATION BONDS UNLESS AT LEAST 60% OF THE VOTERS APPROVE IT. SO INSTEAD OF GETTING A MAJORITY 50%, THEY WOULD NOW REQUIRE THAT 60% FOR APPROVAL. UM, SIMILARLY, HB 27 36, UM, WOULD PROVIDE THAT AN ELECTION HELD BY POLITICAL SUBDIVISION TO AUTHORIZE THE ISSUANCE OF BONDS OR TO INCREASE TAXES. CAN'T DO SO UNLESS TWO THIRDS OF THE VOTERS APPROVE IT. UM, SB 8 44 IS RELATED TO, UM, UH, PROCEDURES FOR CHANGING ZONING REGULATION OR DISTRICT BOUNDARIES. UM, THERE'S HOUSING DENSITY BILLS. THERE'S SEVERAL BILLS FILED ON THIS. UM, THEY ALL VARY TO SOME DEGREE. UM, HB 8 78 IS THE DENSITY PREEMPTION AND A DU REGULATION, SB 6 73. UM, THAT ONE WAS ACTUALLY REFERRED TO LOCAL GOVERNMENT COMMITTEE ON FEBRUARY 3RD. THAT'S ALSO REGARDING, UM, ACCESSORY DWELLING UNITS AND RESTRICTING HOW CITIES CAN REGULATE THAT. UM, SB 8 54 WAS REFERRED TO LOCAL GOVERNMENT COMMITTEE ON, UH, FEBRUARY 13. AND THAT ONE WAS RELATING TO MUNICIPAL REG REGULATION OF MULTIFAMILY AND MIXED USE DEVELOPMENT ON RELIGIOUS LAND. UM, THEY ALSO HAVE A SHOT CLOCK BILL AGAIN IN THERE, HB 9 87, UM, RELATING TO THE ISSUANCE ISSUANCE OF MUNICIPAL BUILDING PERMITS. UM, AND THEN BOTH SB 8 78 AND SB 1143 HAVE BEEN REFERRED TO THE ECONOMIC DEVELOPMENT COMMITTEE, UM, IN DIFFERENT WAYS THEY RELATE TO ECONOMIC DEVELOPMENT. UH, ONE IS ABOUT INCENTIVE AGREEMENTS AND THEN ONE IS ABOUT, UH, PLANNING NOTIFICATION EVALUATION REQUIREMENTS WITH RESPECT TO WORKFORCE DEVELOPMENT PROGRAMS. AND THEN, AS I MENTIONED, SB 19, UM, WHICH IS AGAIN ONE OF THE LIEUTENANT GOVERNOR'S PRIORITIES. AND IT'S ONE THAT'S ALREADY BEEN HEARD IN COMMITTEE. IT WAS LEFT PENDING IN COMMITTEE. UM, THAT'S RELATING TO THE USE OF POLITICAL SUBDIVISION OF PUBLIC FUNDS FOR LOBBYING AND CERTAIN OTHER ACTIVITIES. I THINK AS SB 19, UM, WAS WRITTEN, I THINK TML WAS GONNA BE OKAY. UM, BUT THERE COULD BE SOME CHANGES THAT COME ABOUT FROM THAT, UM, BEING IN COMMITTEE. AND, UH, SO SOMETHING WE NEED TO KEEP AN EYE ON, UH, HB FOUR 16 RELATING TO THE DEADLINE, UH, PERFORMING VARIOUS FUNCTIONS IN CONNECTION WITH AD VALOREM TAX SYSTEM. SO THIS WOULD, UM, NORMALLY THE TAX ROLL ARE DUE TO THE CITY AT THE END OF JULY. THIS WOULD PUSH IT TO THE END OF AUGUST, WHICH THEN WOULD COMPRESS THE TIME. UM, CITIES WOULD HAVE TO PUT TOGETHER A BUDGET AND ESTABLISH A TAX RATE BASED ON THOSE TAX ROLLS. SO, [01:40:01] UM, HB 6 98 RELATING TO, UM, ABOLISHING AD VALOREM TAXES AND THE CREATION OF A JOINT INTERIM COMMITTEE. UM, I THINK THIS IS SOMETHING THAT MOVED INTO COMMITTEE TODAY. UM, AND SO THIS WILL BE SOMETHING THAT WE'RE WATCHING FOR THE LONG TERM. UM, THIS IS A JOINT COMMITTEE THAT WOULD BE FORMED THAT WOULD HAVE TO REPORT AFTER SEVERAL YEARS ON THEIR FINDINGS OF HOW, IF THEY WANTED TO GO THIS ROUTE OF ABOLISHING AD VALOREM TAXES. AND THEN HB 1688 RELATING TO THE LOCAL OPTION EXEMPTION FROM AD VALOREM TAXATION OF ALL OR PART OF THE APPRAISED VALUE OF CERTAIN PEACE OFFICERS. UM, SO THIS IS AN EXEMPTION. SO WE WOULD TRACK THIS JUST TO SEE WHAT THAT IMPACT WOULD BE. HB 7 84 RELATING TO A GRANT PROGRAM FOR MUNICIPAL PEDESTRIAN INFRASTRUCTURE. UM, SO THIS IS A POSITIVE. UM, THIS ONE, UM, HOPEFULLY WILL GAIN SOME TRACTION. SB 4 22 AND HB 1480 ARE RELATING TO THE AWARD OF LIBRARY CONSTRUCTION GRANTS BY THE TEXAS STATE LIBRARY ARCHIVES COMMISSION. RIGHT NOW. THEY ALLOW GRANTS FOR LIKE MATERIALS AND DIFFERENT THINGS WITHIN THE LIBRARY, BUT NOT CONSTRUCTION. SO THIS WOULD EXPAND THAT TO ALLOW FOR CONSTRUCTION.
