AND WHEREAS THE PUBLIC SAFETY TELECOMMUNICATORS DEPARTMENT HAS 16 EMPLOYEES, ONE COMMUNICATIONS MANAGER WITH 20 AND A HALF YEARS OF EXPERIENCE, FOUR SHIFTS SUPERVISORS WITH A COMBINED 53 YEARS OF EXPERIENCE AND 12 COMMUNICATION OFFICERS WITH A COMBINED TOTAL OF 25 YEARS OF EXPERIENCE.
AND WHEREAS THE PUBLIC SAFETY TELECOMMUNICATORS FOR THE CITY OF SHIRTZ ANSWERED APPROXIMATELY 100,000 CALLS IN 2024 FROM WHICH 85,000 CALLS WERE FOR SER SERVICE, FOR SHIRTS AND CILLO POLICE DEPARTMENT SHIRTS, EMS DEPARTMENT AND SHIRTS, AND CILLO FIRE DEPARTMENT, AND 86,000 TCIC COMPUTER TRANSACTIONS.
AND WHEREAS PUBLIC SAFETY TILL COMMUNICATORS ARE THE SINGLE VITAL LINK FOR OUR POLICE OFFICERS FIREFIGHTERS BY MONITORING THEIR ACTIVITIES, BY RADIO, PROVIDING THEM INFORMATION AND ENSURING THEIR SAFETY.
AND WHEREAS THE PUBLIC SAFETY TELECOMMUNICATORS OF THE CITY OF SHIRTS HAVE CONTRIBUTED SUBSTANTIALLY TO THE APPREHENSION OF CRIMINALS, SUPPRESSION OF FIRES AND TREATMENT OF PATIENTS.
AND WHEREAS EACH DISPATCHER HAS EXHIBITED COMPASSION, UNDERSTANDING, AND PROFESSIONALISM DURING THE PERFORMANCE OF THEIR JOB IN THE PAST YEAR.

IT'S A JOB WHERE PERFECTION ISN'T POSSIBLE, BUT IT'S STILL EXPECTED A JOB WHERE SHORT STAFFING CHAOTIC SCHEDULES AND NONSTOP CALLS CAN STRETCH EVEN THE MOST SEASONED DISPATCHER TO THE EDGE.
AND YET, IN SPITE OF IT, ALL OUR DISPATCHERS SHOW UP WITH PROFESSIONALISM, WITH GRACE, AND WITH THE STRENGTH THAT'S OFTEN UNSEEN.

THEY PROVIDE THE CITIZENS PUBLIC SAFETY, DOMESTIC ANIMAL, AND LIVESTOCK ACROSS THE NATION.
WHEREAS THE CITY OF CHURCHS RECOGNIZES AND COMMANDS COMMANDS THE CHURCH'S ANIMAL SERVICES PERSONNEL WHO ANSWER CALLS FOR ASSISTANCE, CAPTURE ROAMING AND POTENTIALLY DANGEROUS ANIMALS, RESCUE ANIMALS, INVESTIGATE REPORTS OF ANIMAL ABUSE, EDUCATE PET OWNERS ABOUT RESPONSIBLE CARE, MEDIATE DISPUTES BETWEEN NEIGHBORS REGARDING PETS.

AND WHEREAS IN 2024, THE CHURCH'S ANIMAL SERVICES HAS DEVELOPED PARTNERSHIPS WITH SAN ANTONIO HUMANE SOCIETY AND OTHER ANIMAL RESCUE, UH, ORGANIZATIONS FOR THE PLACEMENT OF SCARED AND ILL ANIMALS.
WHEREAS IN 2024, THE CHURCH'S ANIMAL SERVICES DEPARTMENT CONTINUES THEIR VISION TO HAVE A SPECIAL UNIT WHERE THEY CAN CARE FOR NEONATAL ANIMALS, BOTH DOMESTIC AND WILD.
THEY HAVE THE ENTIRE ROOM FULL OF SERVICE DEDICATED TO THE ANIMAL CARE OF INFANT ANIMALS.
AND WHEREAS ANIMAL CONTROL OFFICERS PROVIDE ESSENTIAL COMMUNITY FUNCTIONS, INCLUDING THE ENFORCEMENT OF ANIMAL CONTROL LAWS, PROTECTING THE PUBLIC FROM DISEASE SUCH AS RABIES AND EDUCATING THE PUBLIC ON THE PROPER CARE OF COMMUNITY PETS.
AND NOW THEREFORE BE RESOLVED.

LET ME UPFRONT THAT WE ALL UNDERSTOOD THE RATES WERE GOING UP WITH A NEW CONTRACT.
IN THE STAFF PRESENTATION ON ONE APRIL, THEY STATED THAT 336 INDIVIDUALS RESPONDED TO THE FLASH POLE AND STATED THEIR OPINIONS IN REGARDS TO DIFFERENT OPTIONS ON WASTE COLLECTION.
ACCORDING TO THE SAME STAFF PRESENTATION, CURRENTLY THERE ARE APPROXIMATELY 14,500 ACCOUNTS FOR WASTE DISPOSAL IN THE CITY.
IT WOULD BE DISINGENUOUS TO SAY THAT 336 RESPONSES IN ANY WAY REPRESENTS THE VIEWPOINTS OF MAJORITY OF THE CITIZENS OF SHIRTS WHEN IT COMES TO WASTE COLLECTION.
I'D VENTURE TO SAY, DESPITE STAFF ASSURANCES ON ONE APRIL, THAT ALL RESIDENTS ARE GOING TO BE INFORMED AND BE READY FOR THE COMING CHANGES.
I THINK THAT A LOT OF FOLKS ARE GONNA FIND OUT ABOUT THE COMING CHANGES WHEN NEW 96 GALLON TRASH CANS SHOW UP IN FRONT OF THEIR HOUSE.
CONFUSION AT THE VERY LEAST IS GOING TO ENSUE.
9,300 ACCOUNTS CURRENTLY GET TWICE A WEEK COLLECTION OF WASTE AND ONCE A WEEK COLLECTION OF RECYCLABLES.
ALL THOSE ACCOUNTS GOING FORWARD ARE GOING TO GET ONCE A WEEK COLLECTION OF WASTE AND EVERY TWO WEEKS COLLECTION OF RECYCLABLES.
THOSE SAME ACCOUNTS HAVE THEIR OWN TRASH CANS, PUT ADDITIONAL BAGS OUT IN ADDITION TO THAT TRASH CAN AND IT WILL ALL GET PICKED UP GOING

IT IS ALSO MY UNDERSTANDING THAT THESE NEW TRASH CANS HAVE TO BE PROPERLY POSITIONED ON THE STREET TO NAVAL COLLECTION, MEANING CARS CAN'T BE PARKED IN SUCH WAY AS TO IMPEDE COLLECTION IN BELMONT PARK.
I HAVE NO CONTROL OVER HOW CARS ARE PARKED ON THE STREET.
I MIGHT THINK I HAVE THE TRASH CAN POSITION CORRECTLY, BUT IF A CAR PULLS UP AND PARKS IN SUCH A WAY THAT NOW IMPEDES COLLECTION AND I'M UNAWARE OF THAT, MY TRASH DOESN'T GET PICKED UP.
BOTTOM LINE FOR 9,300 ACCOUNTS, THEY'LL BE PAYING MORE IN GETTING LESS SERVICE THAN THEY DO PRESENTLY WITH REPUBLIC.
THEY ALSO FACE MORE OF A CHALLENGE IN ENSURING THAT THEIR TRASH WILL ACTUALLY BE PICKED UP.
THIS ENTIRE ISSUE ISN'T GOING TO BE SOMETHING THAT IS DONE AND OVER QUICKLY EVERY SINGLE WEEK, FOLKS NEED TO HAVE TRASH PICKED UP EVERY SINGLE WEEK.
FOLKS THAT AREN'T HAPPY WITH THE CHANGE WILL BE REMINDED WHY THEY ARE UNHAPPY.
I NOTED IN THE APRIL, WHEN APRIL STAFF PRESENTATION THAT FOLKS THAT ARE UNHAPPY WITH ANY ASPECT OF THE TRASH COLLECTION WILL BE DIRECTED TO CALL FRONTIER RATHER THAN TALK TO SOMEONE AT THE CITY.
I WAS INFORMED BY SCHUTZ RESIDENT THAT WROTE TO A MEMBER PRESENTLY SITTING ON THE DAY WITH QUESTIONS ABOUT THIS DECISION, LONGSHORE STORY, THAT RESIDENT WAS TOLD THAT THEY SHOULDN'T QUESTION DECISIONS BY COUNCIL.

SO WHAT I'M TALKING ABOUT IS WHAT I UNDERSTOOD AT THE LAST COUNCIL MEETING ON APRIL ONE.
APRIL FOOL'S DAY COUNCIL APPROVED A RESOLUTION TO APPROVE A NEW CONTRACT FOR WASTE TRASH TO SERVICE INSURANCES.
WE'VE HAD REPUBLIC FOR THE LAST SEVEN YEARS WITH LITTLE PROBLEMS AND NO PRICE INCREASE.
SO I UNDERSTAND THE FACT THAT WE NEEDED A PRICE INCREASE.
REPUBLIC HAD THE BEST PRICE FOR ONE TIME A WEEK PICKUP FOR WASTE, RECYCLE BRUSH AND BULK AT APPROXIMATELY $23.
HOWEVER, COUNCIL CHOSE FRONTIER WASTE FOR ONE TIME A WEEK WASTE AND EVERY OTHER WEEK FOR RECYCLE AND BRUSH AND BULK AT THE COST OF 1810 A MONTH.
AN OPTION TO REQUEST HAZARDOUS WASTE PICKUP FOR ONE 10 ADDITIONAL FOR THE MONTH WAS ALSO ADDED IN THERE.
WAS TOLD US THE COST WILL RISE ANNUALLY BASED ON THE CONSUMER PRICE INDEX.
WHICHEVER IS MORE IF IF IF IT'S MORE THAN 5% FOR CONSUMER PRICE INDEX, IT'LL ONLY GO UP 5%.
SO THAT'S SOMETHING IMMEDIATELY AFTER THE VOTE ON THAT RESOLUTION ABOUT THE NEW CONTRACT, MR. WALTERS PRESENTED TO COUNSEL THAT THE COST WOULD BE 1920, NOT 1810.
EVERYONE IS GOING TO BE CHARGED FOR THE HAZARDOUS WASTE WHETHER YOU REQUESTED IT OR USE IT.

UH, THEY PICKED UP OUR LAWN BAGS TWICE A DAY, UH, TWICE A WEEK, WHICH IS TWO TIMES A WEEK.
SEEMS TO ME WE WILL NOW BE PAYING 1920 A MONTH WITH FRONTIER WASTE WHEN THERE WAS AN OPTION PAYING 2277 A MONTH WITH REPUBLIC WASTE FOR WEEKLY PICKUP FOR TRASH, RECYCLING AND BRUSH.
IN THE VIDEO OF THE COUNCIL MEETING ON APRIL 1ST, IT SAID THAT MOST PEOPLE WANTED TWICE A WEEK PICKUP, BUT DIDN'T WANT TO PAY FOR.
IT JUST WASN'T A TRUE REPRESENTATION OF THE CITIZENS IN, IN MY OPINION.
WE ALL KNEW AND EXPECTED FOR THE COST TO GO UP, AND I THINK IT WAS KNOWN FROM THE BEGINNING THAT WE WERE GONNA HAVE TO GIVE UP A DAY OF GARBAGE AND SKIP A WEEK.
AND RECYCLING AND OUTCOME OF THAT SURVEY WOULD HAVE BEEN DIFFERENT.
THIS WHOLE GARBAGE SITUATION, IN MY OPINION, FEELS RUSHED AND IT LEAVES MYSELF AND A LOT OF CITIZENS WONDERING IF THE FRANCHISE FRONTIER WAS ALREADY PREVIOUSLY DECIDED ON.
MY HUSBAND EMAILED ONE OF YOU WITH HIS CONCERNS ON HOW ALL OF THIS WAS LOOKING TO CITIZENS, AND THIS WAS A PORTION OF THE RESPONSE HE RECEIVED, INSINUATING THAT THE COUNCIL'S ACTIONS WERE SWAYED BY THE APPLICANT AS BOTH DISRESPECTFUL AND DISINGENUOUS.
EACH DECISION MADE BY THE COUNCIL AS THE RESULT OF THOROUGH DISCUSSION, CAREFUL CONSIDERATION OF FACTS, AND A COMMITMENT TO SERVING THE BEST INTEREST OF OUR COMMUNITY, SUGGESTING OTHERWISE UNDER MINDS THE HARD WORK AND DEDICATION OF THOSE WHO HAVE BEEN ENTRUSTED WITH THE RESPONSIBILITY OF GOVERNING.

UH, IN ADDITION, THEY ALSO INCREASED THE EQUIPMENT BUDGET FOR THE AXON VIDEO RECORDING SYSTEM AND THE AMOUNT OF 49,900.

UM, HAD BE, AGAIN, EXPENSE THIS YEAR TO LONG LEAD TIMES AND DELIVERY DELAYS.

POLICE WALK, ALSO INCREASE IT EQUIPMENT BUDGET BY 89,000 AND RECOGNIZE THE OFFSETTING GRANT OF 74,000 FOR THE FLOCK VEHICLE CAMERA SYSTEM, UH, THAT WAS APPROVED, UH, BY COUNSEL.
AND FINALLY, WE WILL INCREASE HIS BUDGET TO ACCOMMODATE THE FIVE ADDITIONAL STUDENT RESOURCE OFFICERS IN THEIR VEHICLES.
UM, AS AUTHORIZED BY RESOLUTION 25 R 0 0 0 9.
UH, THIS WAS, IF YOU REMEMBER FROM LAST YEAR, THE SCHOOL DISTRICTS REQUIRE HAVING AN OFFICER AT EACH CAMPUS, UH, BY THE STATE.
HOWEVER, DUE TO THE HIRING ISSUES THE CITY WAS HAVING, WE WEREN'T ABLE TO FULLY STAFF, UH, THE REQUESTED, UH, BY THE, UH, SCHOOL DISTRICT.
UM, NOW STAFF FEELS THAT THEY CAN NOT ONLY FULFILL OUR OWN HIRING NEEDS IN THE POLICE DEPARTMENT, BUT ALSO STAFF THE ADDITIONAL OFFICERS THAT WERE REQUESTED THAT WERE APPROVED BY COUNCIL, UH, AS POSITIONS AUTHORIZED, BUT NO BUDGET WITH WAS AUTHORIZED FOR THOSE.
UH, SO THIS, UH, THIS ADJUSTMENT WILL TAKE CARE OF, UH, THOSE ADDITIONAL OFFICERS AND OUTFITTING THEM.
UH, THE FIRE DEPARTMENT BUDGET IS PROPOSED TO INCREASE BY 38,000 FOR THE BATTALION CHIEF'S TRUCK REPLACEMENT, WHICH WAS APPROVED LAST FISCAL YEAR.
THE PARKS BUDGET, IT WILL PROPOSE TO INCREASE ABOUT 4,400 TO FINISH THE STUDY ON THE, UH, GNA ADA SEGMENT THAT WAS PARTIALLY PAID LAST YEAR.
AND AGAIN, THIS WILL COMPLETE THAT CONTRACT.
THE IT DIVISION BUDGET WILL PROPOSE TO INCREASE 36,000 FOR APPROVED PROJECTS, INCLUDING 15,000 FOR THE LIBRARY ACCESS PROJECT, 17,000 FOR THE POLICE DEPARTMENT FINGERPRINT SCANNER, AND 4,000 FOR INTUNE LICENSES.
THE INSPECTION DIVISION BUDGET PROPOSED TO INCREASE $10,000 TO SPEND EXPECTED TECHNOLOGY FEES FOR SOFTWARE UPDATES AND EXPANSIONS THROUGHOUT THE YEAR.
THOSE ARE FEES THAT WE COLLECT SPECIFICALLY FOR A PURPOSE OF, UH, ENHANCING THE, THE SOFTWARE, UH, NEEDS IN THE INSPECTIONS DEPARTMENT.
UM, WE HAVE NOT INCREASED THE, UH, THIS INCREASE WILL ALLOW US TO UTILIZE MORE OF THOSE REVENUES COMING IN, UH, FOR THOSE UPDATES.
UH, THE FLEET DIVISION BUDGET IS PROPOSED TO INCREASE $12,000 TO CUFF THE COST OF VEHICLE REPAIRS, UH, AND IS SET AT THE AMOUNT THAT WAS APPROVED LAST FISCAL YEAR.
UH, SO STARTING THEM BACK OFF AT THE, AT THE STANDARD LEVEL FACILITIES BUDGET WILL INCREASE $200,000 TO COMPLETE THE LIBRARY FOUNDATION REPAIRS.
UH, SO THESE FUNDS WERE PREVIOUSLY SET ASIDE FOR PAVING GRASSY AREAS AND STAGING AREAS AT 10 COMMERCIAL PLACE.
UH, HOWEVER, DUE THE THE NEED OF THE LIBRARY, UH, FOUNDATION REPAIR PROJECT, WE'RE GONNA REAUTHORIZE

AND COUNCIL IS HAVING AN ITEM, UH, LOOKING AT THOSE PROJECTS AS MENTIONED, UH, NOW, AND THE STAFF IS PROPOSING TO INCREASE THE BUDGET FOR WOMAN HOLLERING CREEK, UH, UH, TRUNK LINE BY $550,000 OR CLOSE OUT THE PROJECT.
UH, PROJECT CURRENTLY HAS, UH, SPENT $12.6 MILLION OUT OF THE 13.2 CONTRACTUALLY APPROVED EXPENDITURES, ABOUT $515,000 REMAINING ON OPEN PURCHASE ORDERS.
UH, AT THE START OF THIS PROJECT, THERE WAS NOT ENOUGH WASTEWATER IMPACT FEES IN THE BANK IN ORDER TO COMPLETE THIS PROJECT.
UM, SO WITHOUT KNOWING THE FULL TIMING, WE ALLOWED FOR ADDITIONAL FEES TO, UH, ACCUMULATE.
AND THEN THIS IS THE SECOND TIME WE'VE AUTHORIZED ADDITIONAL FEES GOING OVER TO THE, THE PROJECT TO HELP CLOSE IT OUT.
UH, SO, UH, WE DIDN'T ACTUALLY HAVE TO USE ANY OF OUR WATER AND SEWER FUNDS FOR THIS PROJECT.
WE ACTUALLY HAVE ENOUGH IN OUR IMPACT FEES, UH, TO CLOSE THIS OUT.
AND THE CITY'S PROPOSING TO INCREASE THE ROADWAY IMPACT FEE AREA TWO BUDGET BY 154,000 AS APPROVED BY RESOLUTION 24 R 44 TO REIMBURSE IMPROVEMENTS AND THE HERITAGE OAK PRESIDENTIAL SUBDIVISION.
UM, SO OVERALL THIS BUDGET ADJUSTMENT WILL INCREASE THE GENERAL FUND BUDGET BY $2.3 MILLION AND WILL OFFSET BY 244,000 IN REIMBURSEMENTS AND $200,000 TRANSFERRED FROM CAPITAL PROJECTS FUND.
UH, THE REMAINING 1.8 WILL WE FUNDED THROUGH THE USE OF FUND BALANCE ALL APPROVED IN THE LAST FISCAL YEAR.

SO THIS PLAT IS ACTUALLY OLDER THAN THE CITY OF SHIRTS.
UM, AND AS YOU CAN TELL, THE SUBJECT PROPERTY THAT WE'RE DISCUSSING TONIGHT IS ACTUALLY OUTLINED IN RED.
SO IT'S MADE UP OF MULTIPLE LOTS.
UH, THIS PROPERTY WAS ACTUALLY RE PLATTED, UM, MORE RECENTLY.

SO SOME OF THEM ARE FIVE LOTS, SOME OF THEM ARE THREE LOTS COMBINED.
THEY WERE, YOU KNOW, PROPERLY REPLANTED LIKE THIS LOT DID TO, YOU KNOW, SELL AND HAVE SOMEONE BUILD.
BUT THAT'S JUST THE SITUATION AND THE NATURE OF ONE OF THE OLDER SUBDIVISIONS.

SO TWO, WHETHER THE PROPOSED ZONING CHANGE PROMOTES THE HEALTH, SAFETY AND GENERAL WELFARE OF THE CITY.
AND AS PART OF PROMOTING HEALTH, SAFETY AND WELFARE, THE CITY SHOULD ENCOURAGE DEVELOPMENT COMPATIBLE WITH SURROUNDING USES, UTILIZING STANDARDS AND TRADITIONAL USES TO ALLEVIATE NEGATIVE IMPACTS.

THE DRAINAGE DEPARTMENT, UH, BEGAN IN 2003.
WE HAD A FOREMAN, MYSELF AND A WORKER ONE DANIEL PECAN.
WE WORKED HARD TO KEEP UP THE CITY DRAINAGE INFRASTRUCTURE MAINTAINED WITH A SINGLE 1972 PICKUP AND TWO OPEN CAB TRACTORS.
OVER TIME, THE DRAINAGE DEPARTMENT GREW SLOWLY ADDING WORKERS AND NEW EQUIPMENT, SUCH AS ENCLOSED TRACTORS WITH LARGE SHREDDERS TO HELP US KEEP UP WITH THE GROWING INFRASTRUCTURE.
I REMEMBER DOING 30 TO 40 HOURS OF OVERTIME A PAY PERIOD TO TRY TO KEEP UP WITH JUST OUR MOWING.
UH, TODAY THE DEPARTMENT HAS GROWN INTO EIGHT PERSON PERSONNEL, A SUPERVISOR MYSELF, TWO WORKER TWOS AND FIVE WORKER ONES.
THE EQUIPMENT IS EXPANDED AS WELL, HAVING MULTIPLE TRUCKS, TRACTORS, SHREDDERS, MOWERS, AND SPECIALIZED EQUIPMENT SUCH AS A BOOM MOWER, SKIDSTEER WITH A GRAINER HEAD ON IT.
THE DEPARTMENT CONTINUES TO PROVIDE ESSENTIAL SERVICE TO THE CITY.
MAINTAINING AND MANAGING CITY DRAINAGE INFRASTRUCTURE.
WE ARE DOING A LOT BETTER DOING OUR DAY TO DAY JOBS, KEEPING UP WITH IT, BUT WE ARE STILL HAVING TROUBLE KEEPING UP WITH OUR PROJECTS.
THE HISTORY OF OUR UTILITY RATE STARTED IN 2003.
UH, THE LUE IS BASED ON THE AVERAGE LOT SIZE AND SHIRTS.
THE FEE IS ADDED ON TO OUR WATER BILL.
SOME, UH, AND SOME OF OUR CITIZENS MAY NOT KNOW THAT THAT IS FOR THE DRAINAGE DEPARTMENT.
AS WE CAN SEE, IT HAS BEEN A LONG TIME SINCE WE LOOKED AT ADJUSTING OUR RATES.
THESE ARE SOME OF THE PROJECTS WE LOOKED,

WE'VE WORKED ON BETWEEN 2017 AND THE CURRENT, AS YOU CAN SEE, THE FIRST FEW PROJECTS WERE FUNDED BY THE DRAINAGE FUND, BUT THE LAST FEW PROJECTS WE DIPPED INTO THE GENERAL FUND AND THE CURRENT PROJECT, WE ARE FINALLY, UH, FULLY FUNDED FROM THE DRAINAGE DRAIN, UH, SORRY, GENERAL FUND.THE DRAINAGE FUND BALANCE RIGHT NOW IS $723,000.
WE WOULD LIKE TO KEEP A MINIMAL FUND BALANCE OF 26%, WHICH DOES NOT LEAVE US ENOUGH MONEY FOR OUR PROJECTS.
UH, SO WE TALKED ABOUT, UH, ONE OF OUR GOALS WITH THIS IS WE'RE KIND OF LOOKING AT THE NEXT FIVE YEARS.

SO WHAT YOU HAVE IS A PHOTO RIGHT NOW OF THE CURRENT SOUTH PLANT THAT'S OPERATED BY OUR PARTNERS WITH CCMA, A REPRESENTATIVE OF WHICH IS HERE SPENDING HIS EVENING WITH US JUST FOR THIS PURPOSE.

THIS IS CCMA WHO PROVIDES SEWER SERVICE FOR MOST OF OUR CITY.
WE HAVE SOME THAT GOES TO NBU, WE HAVE SOME THAT GOES TO SAN ANTONIO RIVER AUTHORITY, BUT THE VAST MAJORITY TREATED BY OUR PARTNER AT CCMA, THEY HAVE THE OJR PLANT, UH, UH, OJ RELE PLANT, UH, THAT'S THE NORTH PLANT THAT WE'VE TALKED ABOUT.
AND THEN RECENTLY WHAT CAME ONLINE IS THE SOUTH PLAN.
SO THE ITEM THAT YOU HAD BEFORE YOU TONIGHT ABOUT THE WOMAN HOLLERING CREEK TRUNK LINE AND LIFT STATION THAT PROVIDES THE FEED AND THE FLOWS TO GO TO THE SOUTH PLANT.
SO WITH THAT CURRENT SOUTH PLANT, UM, THE PERMITTING THAT WE DO THROUGH TCQ OR THAT CCMA DID, UM, GENERALLY IS ALLOWED UP TO 3 MILLION GALLONS PER DAY.
MGD IS MILLION GALLONS PER DAY.
WE'RE CURRENTLY AT THE INTERIM PHASE OF THAT, WHICH IS A HALF MILLION GALLONS A DAY.
THAT GENERALLY PROVIDES 3,225 LS WORTH OF CAPACITY, WHICH IS KIND OF A HOUSE.
AND THAT VARIES DEPENDING ON WHAT NUMBER YOU'RE USING IN TERMS OF HOW MUCH FLOW IS COMING FROM A HOUSE PER DAY.
THERE WERE PLANNED A COUPLE OF OTHER PHASES WITH THAT.
NOW THE PLANT CAN BE EXPANDED BETWEEN THAT 1 MILLION AND 3 MILLION WITH A MINOR AMENDMENT TO THE PERMIT, WHICH IS A PRETTY EASY, STRAIGHTFORWARD PROCESS AS FAR AS THOSE THINGS GO WITH TCQ.
IF WE GET OVER 3 MILLION GALLONS, IT BECOMES A MAJOR AMENDMENT, AND THAT IS A BIT OF A LONGER, MORE CUMBERSOME EFFORT.
AND I'LL TALK ABOUT WHY THAT'S IMPORTANT IN A MINUTE.
UM, JUST AS SORT OF A REMINDER, THE MAP YOU'VE GOT UP IS THE SOUTH IMPACT FEE AREA FOR CCMA.

SO THE IMPACT FEE MAP IS JUST A LITTLE BIT DIFFERENT, UH, FROM THE NORTH AND THE SOUTH PHASES.
BUT JUST TO GIVE YOU A FEEL FOR THE AREA THAT COMES IN.
SO IT'S IMPORTANT TO KNOW IT SERVES A LARGE PART OF SHIRTS.
IT SERVES A LARGE PART OF CILO AS AS WELL.
UM, SO THE ISSUE WHY WE'RE HERE IS WE HAVE A LOT OF GROWTH AND DEVELOPMENT KICKING AROUND IN THE SOUTHERN PART OF SHIRTS.
IT'S AMAZING HOW WE HAD A COUPLE PROJECTS THAT WERE THERE FOR A WHILE.
WE HAD SORT OF CROSS FIND THAT WAS KICKING AROUND.
WE HAD RHINE VALLEY THAT WAS FINISHING BUILD OUT.
WE HAD SADDLEBROOK COME IN AND A COUPLE SMALLERS THAT KICKED AROUND AND WENT AWAY, KICKED AROUND AND WENT AWAY.
AND WE JUST HAVE HAD A BUNCH OF FOLKS COME IN, IT SEEMS WITHIN THE LAST YEAR OR SO WANTING TO DEVELOP DOWN SOUTH.
UM, SO THE APARTMENTS, THE APARTMENT ITEM OR THE WOMAN HIRING CREEK PROPERTY THAT'S ON THE AGENDA LATER.
IT'S, IT'S NOT IMPORTANT THE PARTICULARS OF THIS.
IT WAS REALLY JUST TO ILLUSTRATE WE HAVE A LOT OF DEVELOPMENT THAT'S IN PROCESS OF KICKING AROUND.

SO AGAIN, AS I MENTIONED, THE CURRENT PLANT CAPACITY IS A HALF MILLION GALLON.
THE WAY THAT WAS SET UP IS THAT SHIRTS WOULD GET HALF THAT CAPACITY, 250 MILLION GALLONS A DAY.
AND THAT SIBO HAD THE ABILITY TO EITHER OPT IN OR NOT OPT IN.
AND IF THEY OPTED IN, THEY WOULD GET, UH, THE OTHER 250,000 GALLONS A DAY.
BUT COUPLED WITH THAT, YOU MAY RECALL IS WE, AS PART OF OUR SETTLEMENT AGREEMENT WITH GREEN VALLEY, WE ESSENTIALLY ALLOCATED HALF OF OUR CAPACITY TO GREEN VALLEY.
AND WHEN WE DID THAT A COUPLE YEARS AGO, AND I'LL TALK ABOUT THIS IN A MINUTE, WE DIDN'T KNOW WHAT SLO WAS GOING TO DO YET.
AND SO THE THOUGHT WAS, WELL, WE CAN GIVE UP THIS CAPACITY BECAUSE IF SLO DOESN'T GO, I'VE GOT PLENTY OF CAPACITY THAT WE NEED FOR A WHILE, RIGHT? UM, BUT THAT DIDN'T WORK OUT THAT WAY.
SIBIL O TOOK THEIR CAPACITY SIGNED OFF FOR THEIR CAPACITY.
WE'VE HAD THIS ADDITIONAL GROWTH AND DEVELOPMENT.
AND SO WITH THAT, WHAT WE REALLY NEED TO ACCOMMODATE OUR FUTURE FLOWS IS ANOTHER 1.375 MILLION GALLONS PER DAY TO COVER OURSELVES DOWN THE ROAD WITH WHAT WE LOSE WITH GREEN VALLEY.
AND SO THAT WOULD MEAN AT MINIMUM THERE'D BE A PLAN EXPANSION TO 1.875 MILLION GALLONS A DAY.
AGAIN, WE'D HAVE THE 1.625 CILO WOULD STAY WITH THEIRS, BUT SLO IS CONSIDERING PARTICIPATING IN THE EXPANSION FOR THE SAME REASONS WE ARE, BUT A LITTLE BIT DIFFERENT.
PART OF THE REASON IS IT'S CHEAPER TO GET IN ON AN EXPANSION SOONER RATHER THAN LATER.
AND IF YOU'RE ALREADY DOING AN EXPANSION, IT TENDS TO BE, YOU GET SOME ECONOMIES OF SCALE BY DOING A BIGGER EXPANSION RATHER THAN A SERIES OF SMALLER EXPANSIONS.
AND SO WITH THAT, AND THIS IS AGAIN, JUST TO GIVE YOU AN AN ORDER OF MAGNITUDE, UH, WITH THINGS, IS THAT IT'S POSSIBLE THAT WITH THE EXPANSION SLO WOULD WANT TO JOIN IN.
AND SO THIS IS JUST ONE EXAMPLE, BUT SLO COULD GET MORE AND THAT COULD BE SHIRTS WITH OUR 1.375 SLO MIGHT COME IN FOR AN ADDITIONAL HALF MILLION GALLONS.
AND THEN ADDITIONALLY, AS PART OF OUR SETTLEMENT AGREEMENT, GREEN VALLEY HAS THE ABILITY TO JOIN IN WITH THAT, RIGHT? AND THEY CAN JOIN IN.
AND THERE ARE BENEFITS TO US WITH ECONOMIES OF SCALE AND WHATNOT.
SO THEY'RE OUR PARTNER, CCMA IS SENDING THEM A NOTICE THAT WE'RE REQUIRED TO GIVE TO SAY, HEY, WE'RE LOOKING AT THIS.

SO IT CAN BE HIGHER, IT CAN BE LOWER.
THE OTHER THING, AND CLINT CALLED ME SPECIFICALLY AND SAID, MAKE SURE YOU POINT THIS OUT, WHICH IS, THIS DOES NOT INCLUDE CONTINGENCY COST, RIGHT? SO THERE'LL BE A CONTINGENCY COST THAT WE THROW IN AS WELL.
BUT IT'S REALLY AN ORDER OF MAGNITUDE TO GIVE YOU A FEEL FOR THAT.
SO IF WE WENT THE 1.875 SHIRTS WOULD BE IN ROUGHLY $42 MILLION PLUS CONTINGENCY, AND THEN WE'D BE IN $6.2 MILLION FOR THAT DESIGN.
NOW, MONIES THAT ARE COLLECTED BY CCMA AND THE SOUTH ZONE FOR IMPACT FEES GO TO THAT AS WELL.
SO IT MAY REDUCE OUR COSTS SOME AS WELL.
SO FOR THAT EXPANSION, WE'RE LOOKING AT ABOUT $50 MILLION PLUS OR MINUS WITH SOME CONTINGENCY JUST AS AN ORDER OF MAGNITUDE, RIGHT? AND, AND SO DON'T GET LATCHED ON, AS SAID BRIAN JAMES SAID IT WAS 50 MILLION.
THIS IS TO GIVE YOU A BALLPARK TO UNDERSTAND, AND THESE ARE THE THINGS THAT WE'VE SORT OF KNOW.
AGAIN, YOU HAD A WOMAN HOUR IN CREEK TRUNK LINE PROJECT AND LIFT STATION THAT WE'RE UP ALMOST $14 MILLION ON.

SO THE OTHER EFFORT THAT WE NEED TO DO, AND WE'VE STARTED THESE CONVERSATIONS, IS WE NEED TO GO TO BOTH GREEN VALLEY AND TO SLO AND SAY, WE NEED TO ACQUIRE SOME OF YOUR CAPACITY FOR THE INTERIM TILL WE GET THE EXPANSION DONE TO COVER DEVELOPMENT THAT WE HAVE.
NOW, PART OF IT, YOU MAY THINK ABOUT, WELL, HOW DOES SLO EVEN GET INTO THE PLANT? THEY DON'T GET INTO THE PLANT TODAY.
THEY WOULD HAVE TO CONSTRUCT A LINE TO GET THERE.
SO IT'S A WHILE BEFORE THEY GET THERE.
UH, GREEN VALLEY HAS SOME RIGHTS TO COME IN THROUGH US, BUT AGAIN, OUR BELIEF ON THIS IS, YOU KNOW, NOT THAT IT'S NOT GOING TO COST US 'CAUSE IT WILL COST US TO USE THAT, BUT WE CAN TRY TO FIND WAYS TO EXPAND THE PIE TO FIND SOME WIN-WIN DEALS ON HOW WE DO THIS GOING FORWARD.

AGAIN, DIDN'T GET A NEGATIVE REACTION TO IT, BUT IT DEVIL'S IN THE DETAILS HOW WE NEED TO HASH THAT OUT GOING FORWARD.
AND, AND IF WE DON'T OR ANYTHING BEYOND THAT, THOSE SUBSEQUENT DEVELOPMENT, THEY WOULD HAVE TO LIFT IT UP TO THE OJR PLANT, WHICH IS FURTHER, IT'S MORE EXPENSIVE.
AGAIN, WHEN WE GOT THE PLANT EXPANDED, GOT THE CAPACITY, THOSE WOULD BE THROW AWAY COSTS.
SO IT'S NOT REALLY TO OUR ADVANTAGE TO DO THAT, UH, AS I SAID, GOING FORWARD.
AND SO THE TWO THINGS WE JUST REALLY WANTED TO INFORM YOU ABOUT TONIGHT IS WE ARE REALLY GETTING UNDERWAY AND PUSHING HARD TO GET THE EXPANSION, UH, PLAN MOVING.
NOW THOSE AGREEMENTS WOULD HAVE TO OBVIOUSLY COME TO YOU, WE'LL STIPULATE THE COST WITH IT LIKE THE LAST ONE WOULD, BUT WE DIDN'T WANT YOU TO BE CAUGHT OFF GUARD, PARTICULARLY WITH THE, THE PRICE OF THIS.

UM, BUT ESSENTIALLY WHAT THE DEVELOPER, WHAT YOU'LL REMEMBER THE SITUATION, WHICH IS THIS PROPERTY IS IN OUR CCN FOR WATER AND SEWER.
THE NEXT ITEM, BECAUSE OF THE WAY OUR ORDINANCE WORKS, IF YOU'RE IN OUR CCM, BUT YOU'RE NOT IN THE CITY LIMITS COUNCIL HAS TO AUTHORIZE US YOU TO PROVIDE THAT SERVICE.
SO THE NEXT RESOLUTION IS THE ONE THAT AUTHORIZES THAT THIS HAD COME TO COUNCIL A NUMBER OF MONTHS AGO.

AND SO WHAT IT DOES IN A NUTSHELL IS IT BASICALLY SAYS WE'RE GONNA, IT, IT SAYS THE PROPERTY CAN DEVELOP NOT BEING IN THE CITY.
THEY CAN GO THROUGH THE COUNTY FOR ALL OF THE PERMITTING PROCESS, BUT ONCE THE PROJECT IS BUILT AND WITHIN A FEW MONTHS AFTER GETTING THEIR CO, THEY EFFECTIVELY SUBMIT AN APPLICATION FOR VOLUNTARY ANNEXATION.
AND WE HAVE THE ABILITY TO ANNEX OR NOT ANNEX AT THAT POINT.
BUT WHAT IT DOES IS IT LOCK THE DEVELOPER IN THAT SAYS, BUT WE'RE NOT GONNA MESS WITH YOU IN ANY WAY WHILE YOU DO THAT.
WE'RE GONNA ALLOW THAT TO MOVE FORWARD.
AND EVEN IF WE ANNEX YOU, YOU'RE GONNA BE CONSIDERED,
