AND THAT WAS FOR PRINT MEDIA AND THAT WAS FOR OUR PUBLIC AFFAIRS DEPARTMENT, OUTSTANDING CORPORATE SLASH BUSINESS AWARD.

AND THAT WAS OUR SHIRTS, S EMERGENCY CLINIC AND OUTSTANDING CRIME PREVENTION MANAGER.

AND THAT WAS OUR OWN CHIEF LOWRY.

SO ALSO, ANNA CRAFT HAS BEEN SELECTED TO SERVE ON THE BOARD OF DIRECTORS FOR T-P-T-P-C-A AS THE, UH, THIRD VICE PRESIDENT.

UH, THE STRUGGLE TO FIND FOR THE SPECIAL EDUCATION RIGHTS IS SCHOOLS, UH, WITH THE ADMINISTRATION AND TRYING TO INSTRUCT THE PARENTS TO UNDERSTAND THE LAWS IS VERY ROUGH IN SCHOOLS RIGHT NOW.

AND THAT'S WHY I DECIDED TO STEP OUT OF SCHOOL AND START PROVIDING THESE, UH, KNOWLEDGE TO THE FAMILIES AND INSTRUCT THE FAMILY EQUIPMENT, EQUIP THEM FOR THEM TO BE ABLE TO ADVOCATE FOR THEIR OWN KIDS.

UM, OTHER THAN THAT, UM, MY ORGANIZATION, UM, IS INCOME BASED.

SO WE PROVIDE A SPECIAL EDUCATION, UH, ADVOCACY SERVICES DEPENDING ON THE INCOME OF THE FAMILY.

SO THAT MEANS THAT IF YOU'RE LOW INCOME, THE IT WILL BE AT NO COST, THE SERVICES.

SO WE WILL BE PROVIDING THE SERVICES AT, AT NO COST FOR ALL THOSE FAMILIES THAT ARE LOW INCOME.

AND I CAN APPRECIATE AND THE FACT OF WHAT THE TAX BURDEN DOES TO THE RESIDENTS HERE IN THE CITY.

AGAIN, BEING HERE OVER 20 YEARS, I'VE SEEN MY TAX BILL MORE THAN DOUBLE OVER THAT TIME PERIOD IN THE HOME THAT I'M LIVING IN.

AND THAT'S HARD SOMETIMES TO DEAL WITH, BUT THE BENEFITS THAT WE HAVE RECEIVED HAVE FAR OUTWEIGHED THE COST.

IT'S AN INVESTMENT WHEN WE LOOK AT OUR TAX RATES, LOOK AT WHAT WE ARE TRYING TO PROVIDE FOR OUR CITIZENS AND WHAT BENEFIT THAT GIVES THEM AND THE RETURN THAT THEY RECEIVE.

SO I'M HERE TO ENCOURAGE YOU AS MUCH AS IT IS A DIFFICULT DECISION, INCREASING THE TAX RATE TO 0.5188 IS NECESSARY AND IT IS SOMETHING THAT IS GOING TO BENEFIT THE CITIZENS IN THE LONG TERM.

IT'S A HARD DECISION, ESPECIALLY WHEN YOU'RE FACED WITH PEOPLE THAT ARE STRUGGLING DAY TO DAY.

BUT IT IS, IT IS, AGAIN, IT'S SHORTSIGHTED TO SAY, WELL, LET'S TRY TO SAVE A LITTLE BIT NOW FOR THEM, BUT IT'S GOING TO COST THEM MORE IN THE LONG RUN.

IT CAN COST THEM MORE IN THE LONG RUN IN THE SERVICES THAT CAN BE PROVIDED TO THEM, THE SAFE ENVIRONMENT THAT IT CAN PROVIDE FOR THEM.

GRSA IS A NONPROFIT ORGANIZATION THAT HAS PROUDLY SERVED THEIR SHIRTS AND THEIR LOCAL COMMUNITY FOR OVER 50 YEARS.

WE PROVIDE YOUTH SOCCER PROGRAMS TO MORE THAN 2000 KIDS ANNUALLY.

WE SUPPORT OVER 200 VOLUNTEERS.

AND BY THE WAY, ALSO DEE, SHE ALSO CONTRACTS OVER 146 KIDS FOR REFEREE OVERSIGHT FOR OUR GAMES.

FROM THE LOCAL COMMUNITY PROVIDING JOBS, OUR BOARD BRINGS MORE THAN 100 YEARS OF COMBINED EXPERIENCE IN YOUTH SPORTS, LEADERSHIP GAINS, SCHEDULING, TOURNAMENT MANAGEMENT, AND FACILITY OPERATIONS.

WE ARE ALSO FINANCIALLY STRONG WITH $200,000 IN REVENUE.

GRACE HAS NEVER BEEN OBLIGATED TO MAINTAIN THE FIELDS.

I JUST WANTED TO KIND OF POINT THAT OUT.

I WANT TO MAKE SURE THIS IS CLEAR AND UNDERSTOOD.

WE ARE SEEKING COUNSEL APPROVAL FOR OPERATING AND MAINTAINING THE SHIRT SOCCER COMPLEX TO BETTER SERVE OUR COMMUNITY.

THIS INCLUDES FIELD SCHEDULING, SAFETY COMPLIANCE, FIELD UPKEEP, TOURNAMENT COORDINATION, AND LONG-TERM PLANNING, ALL AT NO ADDED COST TO THE CITY.

UNLIKE THE OTHER PROPOSAL THAT WILL REQUIRE FUNDING FROM THE CITY BUDGET, OUR PLAN IS FULLY SELF-SUPPORTED THROUGH TOURNAMENTS, SPONSORSHIPS, CAMPS, AND COMMUNITY PARTNERSHIP.

WE PROVIDE A HUNDRED, A HUNDRED PERCENT OF OUR GAMES ARE PLAYED HERE IN SHIRTS, RACER CAMPAIGNS AT THE STATE ASSOCIATION AS A CLUB TO BRING TOURNAMENTS TO SHIRT, SOCCER COMPLEX TOURNAMENTS, BRING IN HUNDREDS OF TEAMS AND WITH THEM, THEY BRING VISITORS WHO STAY IN OUR HOTELS, WHO DINE AT OUR RESTAURANTS AND SHOP AT OUR LOCAL BUSINESSES HERE IN SHIRTS.

RATES THAT MAY MAINTAIN THE FIELD INTEGRITY AND MARKETING FOR THE TOURNAMENT ARE OPPORTUNITIES WILL GENERATE SUBSTANTIAL ECONOMIC BENEFITS FOR THE CITY.

THAT'S WHAT'S BRINGING THE, THE REVENUE IN HELPING ECONOMIC DEVELOPMENT HERE IN SHIRTS.

WE'RE NOT JUST MANAGING SSE, WE'RE INVESTING IN IT.

WE PLAN TO ENHANCE THE FACILITY WITH AN OUTDOOR SPEAKER SYSTEM, ADDITIONAL SEATING AND SHADE, IMPROVE WALKWAYS FOR FAMILIES, AND EVENTUALLY CONVERT FIELD 12 INTO A STADIUM LIKE FACILITY.

LET ME START BY SHARING A LITTLE ABOUT THE ALLIANCE AND HOW IT WORKS.

SHIRTZ YOUTH SOCCER ALLIANCE IS IN A PARTNERSHIP OF FOUR ORGANIZATIONS.

CHURCH PARK BOARD, WHICH HAS THREE MEMBERS AND THREE VOTES.

THE LIONS CLUB, TWO MEMBERS AND TWO VOTES.

YMCA ALSO HAS TWO MEMBERS AND TWO VOTES, AND FINALLY, GRAYA WITH TWO MEMBERS AND TWO VOTES WITH LESS THAN ONE THIRD OF TOTAL VOTE.

GRAYA DOES NOT CONTROL THE ALLIANCE.

ALL OF OUR DECISIONS ARE MADE COLLABORATIVELY WITH A FOCUS ON MIND AND BEST SERVES THE CHILDREN AND THE FAMILIES OF OUR COMMUNITY.

ALSO, DURING THE BUDGET HEARING, A COMMENT WAS MADE THAT GRACE HAD EVERY OPPORTUNITY TO MAINTAIN THE FIELDS.

GRACE HAS NEVER BEEN GIVEN THE OPPORTUNITY TO MAINTAIN AND OPERATE THE FIELDS.

WITH THIS GRACE'S RESPONSIBILITY, THE CITY HAS ALWAYS COORDINATED AND APPROVED AUTHORITY OF ALL MAINTENANCE ACTIONS.

I ALSO WANT TO ADDRESS SOME OF THE RECENT CONCERNS REGARDING THE CONDITIONS OF THE FIELDS AND PROVIDE SOME CONTENT.

AFTER THE INSTALLATIONS OF THE NEW FIELD LIGHTS, WE FACED SOME UNEXPECTED CHALLENGES.

MORE THAN 120 IRRIGATION LINES AND SPRINKLER HEADS WERE DAMAGED.

FOR FOUR MONTHS,

THE FIELDS HAD NO WATER, NO SEATING, NO ACCESS, WHICH LEFT THE TURF IN POOR CONDITION.

EARLY MARCH, STAFF BEGAN REPAIRS COMPLETING MORE THAN 120 IRRIGATION FIX FIXES JUST AS THE GROWING SEASON BEGAN.

AND TODAY CONTINUE FIXING THE IRRIGATION SYSTEM.

EVEN WITH THESE CHALLENGES, OUR SPRING SEASON KICKED OFF ON MARCH 15TH.

SINCE THEN, THE FIELDS HAVE SUPPORTED EIGHT WEEKS OF LEAGUE PLAY STATE CUP MATCHES AND FOUR MAJOR TOURNAMENTS IN APRIL AND MAY.

THROUGHOUT THE ENTIRE PROCESS, ALL MAINTENANCE AND REPAIR ACTIVITIES ARE COORDINATED AND APPROVED BY THE CITY.

WHILE SOMETIMES CAUSE TIMELY DELAYS, THEN WE WOULD HOPE OUR TOP PRIORITY HAS ALWAYS BEEN TO KEEP THE FIELD SAFE AND PLAYABLE FOR THE KIDS.

I WANT TO CLOSE BY EMPHASIZING WHY WE DO THIS.

THE ALLIANCE AND GRACE IN PARTICULAR EXIST TO SERVE THE YOUTH OF SOCCER, OF SHIRTS.

MY NAME IS JAMES WALTERS.

I'M THE CITY OF, I'M THE FINANCE DIRECTOR HERE FOR THE CITY OF SHIRTZ.

THAT WAS NOT THE RIGHT ONE.

THERE WE GO.

SO TONIGHT WE'LL BE REVIEWING, UH, THE CITY OF SHE'S TAX RATES AND HOW THEY WERE CALCULATED OUT USING THE STATE OF TEXAS, UH, GUIDELINES AS WELL AS ASKING COUNSEL TO SET A PRELIMINARY MAXIMUM TAX RATE, ACCEPTING THE TAX RULES AND WE'LL BE SCHEDULING THE PUBLIC HEARING.

SO THE 2025 PROPERTY VALUES CAME IN AS SEEN ON THE SCREEN.

SO LAST YEAR IN 2024, WE HAD A TAXABLE VALUE HERE IN SHORT OF $5.5 BILLION.

THOSE SAME PROPERTIES THIS YEAR ACTUALLY DECREASED TO ABOUT $5.4 BILLION.

OVERALL CHANGE OF A DECREASE OF $83 MILLION.

HOWEVER, WE DID HAVE SOME NEW DEVELOPMENT AND ANNEXATIONS, WHICH ADDED $254 MILLION TO THE TAX ROLL OVERALL CHANGE OF 171 MILLION WITH A

TOTAL TAXABLE VALUE FOR THIS YEAR IN 2025 TO $5.6 BILLION.

BUT AS I MENTIONED, WE HAD AN INCREASES IN THE NEW CONSTRUCTION ANNEXATION.

HOWEVER, FOR THE FIRST TIME IN QUITE A LONG TIME, WE ACTUALLY HAD A, UH, DECREASE IN RESIDENTIAL HOMESTEAD VALUE.

SO GUADALUPE COUNTY, UH, WHERE MOST OF OUR RESIDENCES, UH, RESIDE, SHOWED $192 MILLION DECREASE IN VALUE.

UM, WE DID REACH OUT TO THE, UH, GUADALUPE CHIEF APPRAISER AND HE MENTIONED THAT GUADALUPE COUNTY AS A WHOLE IS DOWN ABOUT 6%, UH, FOR, UH, RESIDENTIAL HOMESTEADS WHERE, UH, SHIRTS, SLO AND EVEN SEIN ALL SAW DECREASES OF SIX, SEVEN AND 8%.

WE ALSO SAW AN INCREASE IN THE SALE OF VETERAN HOMESTEAD EXEMPTION OF ABOUT 8.6%.

HOWEVER, WE, WHILE THIS IS A GOOD AS FAR AS, UH, IT HAS GROWN THE LEAST AMOUNT IT HAS IN THE PREVIOUS YEARS, UH, WE ALSO SAW SOME DVHS RETROACTIVE ADJUSTMENTS.

SO SOME OF THESE EXEMPTIONS WERE AWARDED AND MADE RETROACTIVE, WHICH, UH, ISSUED REFUNDS, UM, FOR TAXES PAID BY THOSE INDIVIDUALS, RESULTING IN A LOSS OF ABOUT $675,000 FOR THE GENERAL FUND IN THE CURRENT YEAR AND AFFECTING NEXT YEAR'S, UH, UH, ROLE.

SO A LITTLE BIT MORE ON THE DISABLED VETERAN HOMESTEAD EXEMPTION.

SO NOW IN 2025, THE TOTAL VALUE EXEMPT HAS NOW CROSSED $1 BILLION FOR THE CITY OF SHIRTS.

IF SHIRTS, UH, HAD TAXED THE THAT AMOUNT, UH, THE CURRENT TAX RATE, IT WOULD BE THE SAME AS ADDING $5.7 MILLION, UH, OF REVENUE TO THE CITY THAT COULD GO TOWARDS, UH, PROGRAMS AND STREETS AND WOULD BE A TAXABLE, UH, TAX RATE OF ABOUT 0.4091 INSTEAD OF 0.49.

SO ALMOST 9 CENT DECREASE ON THE TAX RATE IF WE DIDN'T GO WITH THE ADDITIONAL REVENUE OR 20 25, 20 3% OF HOMESTEADS HAVE A-D-V-H-S EXEMPTION AND 55% OF HOMESTEADS HAVE SOME SORT OF DV EXEMPTION.

NOW, SHIRTZ IS NOT OPPOSED TO THE EX, UH, THE EXEMPTION GRANTED BY THE STATE.

IT IS A GREAT PROGRAM.

AND WHEN IT WAS PUT IN PLACE, THE STATE HAD SET UP A FUNDING AMOUNT KNOWING THAT, UH, RETIREES, UM, SALE VETERANS WOULD LIKE TO RETIRE AND SETTLE IN, IN CERTAIN LOCATIONS AROUND MILITARY INSTITUTIONS AS THEY DO.

AND THAT COULD DIS APPROPRIATELY AFFECT CERTAIN IN, UH, INDIVIDUAL CITIES AND COUNTIES.

SO THEY SET UP AN AID PROGRAM TO OUR, TO RECOUP SOME OF THE FUNDING LOST.

UM, HOWEVER, THE PROGRAM, UH, HAS NOT BEEN PROPERLY FUNDED SINCE THEN AND OTHER CITIES HAVE WITH HIGH DVHS EXCEPTION HAS AF OFTEN, UM, GONE FOR HIGHER TAX RATES TO COMPENSATE FOR THE REVENUE LOST.

IN 2025, THE PROGRAM HAD THREE NEW ENTITIES AWARDED.

UM, AND IN, IN 2016 THERE WERE FOUR ENTITIES.

THEY REQUESTED $3.2 MILLION AND THE STATE BUDGETED $2.5 MILLION FOR THE REIMBURSEMENT.

SO THEY STILL DIDN'T EVEN FULLY FUND IT.

IN ONE OF THE FIRST YEARS IT WAS AVAILABLE IN 2025, WE'RE NOW UP TO 12 ENTITIES ASKING FOR AID FROM THE STATE REQUESTING UPWARDS OF $54 MILLION.

AND THE STATE BUDGET HAS ONLY GROWN TO $9.5 MILLION.

SO AGAIN, THE CITY OF CHURCH IS NOT, UH, DOES BELIEVE THIS.

THE PROGRAM IS A VERY GOOD PROGRAM FOR THE VETERANS AND WE HAVE BEEN PETITIONING THE STATE TO INCREASE THE FUNDING TO MATCH WHAT THEY ORIGINALLY PROMISED BACK WHEN THE, UH, THE PROGRAM WAS FIRST PUT IN PLACE.

THE DVH VESTS.

AS FAR AS, UH, THE, THE SEVEN C CITIES THAT ACTUALLY RECEIVED DVHS AID ARE LISTED HERE, UNIVERSAL CITY FAIR OAKS RANCH, COPPER COVE SHIRTS, TEMPLE KILLEEN, AND EL PASO.

UM, AN ORDER OF TAXABLE VALUE.

AND YOU CAN SEE THE TAX RATES BY EACH OF THEM SHIRTS IS RIGHT IN THE MIDDLE AS FAR AS TAXABLE VALUE FROM THOSE, UM, AFFECTED AND ELIGIBLE FOR AID.

HOWEVER, YOU'LL ALSO NOTICE THAT WE ARE THE SECOND LOWEST TAX RATE IN THE GROUP WITH ONLY BEING, UM, HAVING A LOWER OF FAIR OAKS BRANCH OF 0.28.

BUT WE ARE JUST BEHIND UNIVERS UNIVERS CITY AT 0.5144 WITH EVERYONE ELSE AT 60 CENTS OR HIGHER.

BUT WE TALK ABOUT THE DVHS 'CAUSE IT DOES HAVE AN IMPACT ON, UH, THE AMOUNT OF REVENUE THE CITY CAN GENERATE WITHOUT PUTTING TOO MUCH BURDEN ON THE, UH, REST OF THE CITIZENS WITHOUT PROPER FUNDING FROM THE STATE, WHICH IS WHICH WHAT THE CITY CONTINUES TO ASK FOR.

SO WE TAKE ALL THOSE, WE TAKE THE EXEMPTIONS, WE TAKE THE PROPERTY VALUES, AND THE STATE HAS THIS CALCULATE A COUPLE OF DIFFERENT TAX RATES.

THE FIRST ONE IS THE NO NEW REVENUE RATE.

SO THIS RATE, WHICH WILL GENERATE THE SAME AMOUNT OF TAX REVENUE FOR THE CITY THAT IT DID THE PREVIOUS YEAR ON THOSE PROPERTIES THAT EXISTED IN BOTH YEARS.

WHAT THAT MEANS WAS LAST YEAR, 2024 TAX YEAR, WE HAVE SO MUCH PROPERTY VALUES THAT GENERATE SO MUCH TAX REVENUE, THOSE SAME PROPERTY VALUES AS WE SAW DECREASE.

SO THE NO NEW REVENUE TAX RATE WILL INCREASE.

SO THE CITY RECEIVES THE EXACT SAME AMOUNT

OF PROPERTY TAXES FROM THOSE PROPERTIES.

THEY ALSO HAVE US CALCULATE A VOTER APPROVAL RATE.

SO THIS IS A RATE CALCULATED BY, UH, THE STATE THAT IF COUNCIL WANTS TO GO, ABOVE WHICH COUNCIL CAN, IT WOULD TRIGGER AN AUTOMATIC ELECTION THIS NOVEMBER.

HOWEVER, IF COUNCIL APPROVES ANYTHING UNDER THAT RATE, IT WOULD NOT TRIGGER AN ELECTION.

ALSO SHOW THE CURRENT RATE AND THE PROPOSED TAX RATE.

UM, ON THE NEXT SCREEN, UH, AND TONIGHT, WHICH IS THE MAXIMUM RATE THAT CAN BE SET BEFORE THE FINAL RATE IS ADOPTED, YOU CAN ADOPT A RATE LOWER THAN THE, UH, PROPOSED MAXIMUM TAX RATE, BUT YOU WILL NOT BE ABLE TO ADOPT A RATE HIGHER THAN IT WITHOUT TRIGGERING, UH, ADDITIONAL, UH, PUBLIC HEARINGS AND ADDITIONAL NOTICES IN THE PAPERS.

SO THE CURRENT RATE IS 0.4900.

THE NO NEW REVENUE RATE IS 0.5064.

THE VOTER APPROVAL RATE IS 0.5350.

SO THE BUDGET THAT WAS, UH, REVIEWED WITH COUNSEL WAS BALANCED AT THE NO NEW REVENUE RATE AT 0.5064.

BUT WE HAVE, UH, TALKING ABOUT LATER TONIGHT IS THE VOTER APPROVAL RATE IS 0.5350, WHICH IS THE ITEM ON THE RESOLUTION.

AND, UH, ONE PENNY IS EQUAL TO ABOUT $573,000 OF REVENUE OR ABOUT $33 AND 18 CENTS PER YEAR ON THE AVERAGE HOME.

WHAT THAT WOULD LOOK LIKE ON THE INDIVIDUAL TAX RATES, THE M AND O WOULD GO FROM 0.3 3, 2 6 TO 0.3383.

THE M AND O SIDE OF THE RATE IS FOR DAY-TO-DAY OPERATIONS FOR PD FIRE, UH, STREETS.

THEN WE HAVE THE INS OR INTEREST IN SINKING.

THIS RATE GOES ONLY TO PAY THE CITY'S DEBT.

IT GOES FROM 0.1574 TO 0.1681.

OVERALL GOING FROM FOUR NINE TO 0.5064.

HERE ARE THE IMPACTS OF THE TAX RATES ON THE, ON THE TAX BILLS.

SO THE NO NEW REVENUE RATE, UM, IS, UH, TAX BILL ESTIMATED AT $1,680.

AND THE NO NEW REVENUE RATE IS THE RATE THAT THE CITY WILL GENERATE THE SAME AMOUNT OF MONEY ON PROPERTY TAXES THAT RECEIVED A TAX BILL LAST YEAR.

SO IF YOU GO WITH THAT ONE, THERE SHOULD BE NO INCREASE IN THE OVERALL TAX BILLS THAT GET SENT OUT.

THE VOTER APPROVAL RATE AT 0.5350 WOULD RAISE THE AVERAGE TAX BILL TO $1,746 OR A 94, ABOUT $95 ANNUAL INCREASE AND WOULD BE A 5.6% INCREASE ON THE TAX RATE.

THE PROPOSED RATE IS AT THE 50 64 IN THE ORIGINAL BUDGET WOULD BE 1,680 AND WOULD NOT BE A TAX BILL INCREASE.

AND THE CURRENT RATE OF 0.49 WOULD ACTUALLY LOWER THE AVERAGE TAX BILL TO $1,625 OR $26 AND BE A 54 42 ANNUAL DECREASE IN THE TAX BILLS OR NEGATIVE ONE POINT OR 3.2%.

UH, JUST FOR UM, CLARIFICATION, THE 94 9 1, THE HIGHEST RATE THAT COULD GO BEFORE COUNCIL WITHOUT RIGGING ELECTION, UM, ACTUALLY TURNS OUT TO BE ABOUT JUST UNDER $8 PER MONTH ON THE, UH, THE AVERAGE MONTH.

IF YOU SAY FOR MONTH OR HAVE AN ESCROW, THE TAX BILLS ARE BASED ON THE AVERAGE TAXABLE VALUE OF HOMES FOR 2025 THAT WE RECEIVED FROM THE THREE APPRAISAL DISTRICTS AT $331,834.

AND AGAIN, JUST TO CLARIFY, ALL THE TAX BILLS YOU SEE HERE AND THE BILL INCREASES ARE BASED ON AN ANNUAL AMOUNT.

SO I USED TO HAVE A SLIDE, UH, SHOWING THE OVERALL BREAKDOWN OF ALL THE DIFFERENT, UM, TAXING ENTITIES.

SO YOU COULD HAVE A BILL OF ABOUT $4,500 IS YOUR OVERALL TAX BILL.

THE SHIRTS PORTION IS ONLY 1600 $1,700 OF THAT.

SO IF YOU LOOK AT THE RATES HISTORICALLY, THE M AND O FOR THE GHOST OF MAINTENANCE AND OPERATIONS, OUR GENERAL FUND, THIS IS HISTORIC OF, UM, HOW HIGH IT'S BEEN SINCE 2019 TO 2025, WHERE WE'RE LOOKING AT NOW ON THE INS SIDE WHERE WE'RE AT 2019 VERSUS WHERE WE WOULD BE AT FOR THIS NEXT YEAR.

AND THE COMBINED RATE UNDER THE NO NEW REVENUE RATE, UM, FROM 2019 TO 2025.

SO WHAT DOES THAT, UH, TAX RATE GIVE US AT THE NO NEW REVENUE RATE? THE TOTAL BUDGET WAS PROPOSED AT 53 MILLION 731 933, SLIGHTLY LOWER THAN THE FINAL AMENDED BUDGET FOR 24 25.

WHAT THAT GOES TO GET US, UH, WITH THE CURRENT NO NEW REVENUE TAX RATE, UH, AND WITH THE CHANGES IN THE BUDGET THAT I WAS JUST SHOWED ABOUT $2.8 MILLION OF FUNDING FOR SUPPLEMENTAL REQUESTS, INCLUDING ASSISTANT CITY SECRETARY.

THE SPECIAL ELECTION COSTS UTILITY RATE INCREASES THAT THE CITY GETS FROM OTHER UTILITIES, UH, GOT GAS AND ELECTRIC, UH, POSTAGE INCREASE FOR THE MAGAZINE.

CREDIT CARD SERVICES INCREASE.

UH, THE EMS CONTRACT CHANGES, SCBA REPLACEMENTS, THOSE ARE THE FIREFIGHTER BREATHING TANK AND EQUIPMENT THAT YOU SEE WHEN THEY GO INTO A BURNING BUILDING.

STAFFING THE FIREFIGHTERS, REMAINING FIREFIGHTERS FOR STATION FOUR, THE MERIT AND STEP PROGRAM, WHICH IS A COMPENSATION PROGRAM FOR EMPLOYEES THAT MOVE US WITHIN A RANGE.

CYBERSECURITY UPGRADES A PA SYSTEM FOR THE LIBRARY, NEW SECURITY CAMERAS AND LICENSES, FIRE HOSE EQUIPMENT, SOCCER, COMPLEX OPERATIONS, SENIOR CENTER OPERATIONS, POLICE RADIO RENEWALS, THAT'S REPLACING THE POLICE RADIOS, REPLACING NETWORK SWITCHES, SOFTWARE FOR POLICE VEHICLE COMPUTERS, UPGRADING THE MICROSOFT AND ADOBE LICENSES THAT WE HAVE HERE IN THE A TWO PROGRAM.

ON THE DEBT SERVICE SIDE, THE RATE PROPOSED WOULD ALLOW FOR THESE UPCOMING DEBT ISSUANCES, 6 MILLION IN 26, 27, 14 0.8, AND 27 28, 6 MILLION IN 28 29, AND 40 MILLION IN 30 31.

THIS IS WHAT OUR DEBT PAYMENTS WOULD LOOK LIKE OVER TIME.

WHAT WE WOULD DO IS WE WOULD BUILD UP THE RESERVES A LITTLE BIT IN THE DEBT SERVICE FUND FOR A COUPLE YEARS AND THEN WE START ISSUING SOME ADDITIONAL DEBT.

WE WOULD USE THAT DEBT SERVICE TO HELP MAINTAIN A STEADY TAX RATE.

THE RECOMMENDATION BEFORE COUNCIL TONIGHT IN THE PACKET IS TO ESTABLISH THE VOTER APPROVAL RATE 53 50 AS A POTENTIAL MAXIMUM TO BE ADOPTED.

A LOWER RATE MAY BE ADOPTED, AS I MENTIONED AT THE NEXT MEETING.

HOWEVER, YOU WILL NOT BE ABLE TO SET A RATE HIGHER THAN WHATEVER RATE YOU SET TONIGHT.

SO THE FINAL RATE IS, IS SCHEDULED FOR AUGUST 19TH, 2025 AND STAFF RECOMMENDS THE HIGHER RATE BECAUSE IT GIVES COUNCIL FLEXIBILITY TO PICK DIFFERENT THINGS, DIFFERENT SCENARIOS FOR BUDGET ADJUSTMENTS IF COUNCIL, UH, SO DESIRES AT THE WORKSHOP.

WE TALKED ABOUT SOME DIFFERENT TAX RATE OPTIONS.

ONE BEING DOING THE NO NEW REVENUE RATE AS PRESENTED, UM, OR ADDING ONE TIME FUNDING FOR STREETS AND SIDEWALK FUNDS, UM, OR MOVING THE RATE UP TO 5 1 1 8, ADDING REOCCURRING STREETS AND SIDEWALK FUNDS.

SO INSTEAD OF DOING IT ONE YEAR, PUTTING IN REOCCURRING OR KEEPING THAT RATE AND ADDING A 1% COLA A COST OF LIVING ADJUSTMENT, WHICH IS DIFFERENT THAN THE MERIT, THE COLA WILL RAISE ALL OF THE, UM, PAY TABLES UP BY 1% AND THAT WOULD BE THE NEW STARTING AMOUNT, UH, FOR NEW HIRES AS WELL AS, UM, INCREASE ALL THE RANGE BY THAT SAME 1%.

SO IT WOULD NOT BE INCREASING 1%, INCREASING OTHER PERCENT, IT'LL BE A ONE TIME BUMP IN THE OVERALL, UH, PAY TABLES AND THEN MAKING THE STREETS AND SIDEWALKS ONE TIME.

OR WE ALSO TALKED ABOUT DOING 5 1 9 0 ADDING RECURRING STREETS AND SIDEWALKS AND THE 1% COLA.

SO WHAT THAT WOULD LOOK LIKE, THE NO NEW REVENUE RATE.

FIVE, UH, 50 64 0% INCREASE.

WE TALKED ABOUT, UM, I APOLOGIZE, THE $315,000, UM, WAS FOR STREETS TRAFFIC AND SAFETY PROGRAMS AND A HUNDRED THOUSAND DOLLARS FOR, UM, SIDEWALK SAFETY IMPROVEMENTS.

THE 5 1 1 8 1 PER ONE POINT WOULD BE A 1.1% INCREASE BE RECURRING.

OF THOSE TWO PROJECTS, THE 5 1 1 8 WOULD BE 1.1% INCREASE FOR A REOCCURRING COLA AND THEN AGAIN FOR ONE TIME OF THE STREETS AND SIDEWALKS.

AND THE 5 1 90 WOULD BE A 2.5% EFFECTIVE INCREASE IN THE TAX RATE WITH 317,000 FOR THE COLA 350, 15,000 FOR THE STREETS, AND 100,000 FOR THE SIDEWALKS.

SO AGAIN, THESE ARE THE FOUR OPTIONS THAT, UM, COUNCIL HAS WE'RE TALKING ABOUT DURING THE RETREAT.

AND THEN AGAIN, STAFF IS, UM, STILL PROPOSING OR RECOMMENDING COUNCIL SET THE MAXIMUM TAX RATE IF THE VOTER APPROVED RATE, IF THERE IS MORE DISCUSSION OR OTHER THINGS WANNA BE ADDED, THAT GIVES FLEXIBILITY TO COUNCIL TO DO SO AT THE NEXT MEETING.

UM, BUT COUNCIL MAY SET A RATE LOWER THAN IT TONIGHT.

THEY WERE PREVIOUSLY INCLUDED IN A RESURFACING PROJECT, BUT WHEN WE WENT OUT AND STARTED DOING THE FIELD WORK, WE DISCOVERED THEY DETERIORATED BEYOND JUST RESURFACING.

SO THAT'S WHY, WHY THEY'RE IN THIS OTHER PROJECT.

WE'VE GOT MORE RESURFACING WE'RE GONNA DO.

THIS IS A SLURRY SEAL AND, UH, THAT PROJECT IS IN DESIGN RIGHT NOW.

WE ARE EXPECTING TO GET IT OUT TO BID HERE, HOPEFULLY SOON.

THE PLANS ARE GETTING CLOSE TO BEING DONE ON BOTH THIS ONE AND THE KRAMER FARM REHABILITATION PROJECT.

AND WE'LL PROBABLY NOT SEE CONSTRUCTION START TILL CLOSE TO THE END OF THE FISCAL YEAR AND IT'LL CARRY OVER INTO THE NEXT FISCAL YEAR.

BUT THE AREAS WE'RE FOCUSING ON ARE WOODBRIDGE, WHICH IS ON THE EAST SIDE OF, OF SHEZ PARKWAY, UH, THE VILLAGE AND RIO VISTA.

AND WE'RE ALSO GONNA GO AS FAR AS WE CAN WITH THE AVAILABLE BUDGET WE HAVE FOR THIS PROJECT IN THE JONAS WOODS SUBDIVISION.

SO THE INTENT IS, IS TO FOCUS ON TRYING TO GET ALL THE PREP WORK DONE,

ALL THE BASE REPAIRS, THE CRACK SEAL, ASPHALT LEVEL UPS, ALL THAT.

AND WE'LL SLURRY SEAL WHAT WE CAN UNTIL WE RUN OUT OF FUNDING.

THE STREETS THAT AREN'T FULLY COMPLETED THIS YEAR WILL BE PUT IN THE NEXT, UH, RESURFACING PROJECT SO WE CAN COMPLETE THAT SUBDIVISION, UH, KRAMER FARM SO WE COULD FIT WITHIN OUR BUDGET.

WE WEREN'T ABLE TO DO THE ENTIRE SUBDIVISION IN ONE PROJECT, SO WE'RE DOING A WESTERN PORTION OF IT THAT'S LESS THAN HALF OF THE SUBDIVISION AND THAT'S ON THE SAME TRACK.

THEY'RE ON DESIGN.

WE EXPECT TO GET THOSE OUT TO BID AND GET THE, THE WORK STARTED AS QUICKLY AS POSSIBLE.

WE WOULD LOOK TO DO THE OTHER OR THE REMAINING PART OF KRAMER FARM WITH AN UPCOMING REHABILITATION PROJECT.

BUFFALO FLOW VALLEY SOUTH.

THIS PROJECT IS UNDERWAY.

IT'S CURRENTLY SLIGHTLY AHEAD OF SCHEDULE.

I WANT TO JINX MYSELF OR THEY'RE ANTICIPATING GETTING THIS PROJECT FINISHED TOWARDS THE END OF, OF, UH, DECEMBER.

ON THE GRAPHIC THERE ON THE RIGHT, THE AREA THAT IS SHADED IN KIND OF THE PURPLE COLOR THAT REPRESENTS THE AREA WHERE WE HAVE FULLY COMPLETED THE NEW WATER MAIN AND SEWER MAIN INSTALLATION.

AND AS OF THE END OF TODAY, THE CONTRACTORS REPORTING THAT.

ALSO IN THAT PROJECT AREA, ALL OF THE RESIDENTS IN THAT PROJECT AREA ARE CONNECTED TO AND RECEIVING SERVICE FROM THE NEW PIPES.

NOW THAT, THAT THE UNDERGROUND UTILITY WORK IS DONE THERE, WE'RE LOOKING AT, UH, TOWARDS THE END OF THIS MONTH, EARLY SEPTEMBER, ANOTHER CREW WILL COME IN AND THEY'LL START DOING THE STREET REHABILITATION ON, ON THAT SECTION OF, OF THE SUBDIVISION.

SO AS THEY COMPLETE THE UTILITY WORK, THEY'LL FOLLOW THAT UP WITH THE STREET WORK.

AND AN ORANGE, UH, COLORED AREA REPRESENTS AN AREA.

BOTH WATER MAIN AND SEWER MAIN HAS BEEN INSTALLED.

THE GREEN AREA, THE SEWER MAIN HAS BEEN INSTALLED.

THE WATER MAIN'S CLOSING IN ON IT.

SO THAT'S WHERE THEY'RE KIND OF WORKING RIGHT NOW.

SHIRTS, FOREST, WHICH IS IN SOUTHERN SHIRTS THAT REPRESENTED BY THE OTHER PICTURE.

THIS IS A COMBINED PROJECT WHERE WE'RE DOING STREET WORK AND WATERLINE REPLACEMENT.

THAT'S CURRENTLY IN DESIGN.

UH, BAIG FROM, UM, SINE ROAD TO GREAT TOWN IS ALSO IN DESIGN.

WE'RE EXPECTING TO BE REVIEWING THE PLANS ON BOTH OF THOSE PROJECTS IN THE NEXT WEEK OR TWO.

AND, UH, WE'VE ALREADY DONE A INITIAL REVIEW ON THE BAIG PROJECT AND PROVIDED COMMENTS TO OUR CONSULTANT.

SO THAT ONE, WE'RE EXPECTING TO GET OUT TO BID FAIRLY SOON AS WELL.

LAURA SEIN ROAD PLANS ARE AT 95%.

WE'VE APPLIED FOR THE FEDERAL DCIP GRANT TURN OUR APPLICATION IN ON JULY 3RD.

PRELIMINARY RESULTS ARE EXPECTED THE END OF THIS MONTH.

IF WE MAKE THAT SHORT LIST AND WE GO THROUGH A SECONDARY PROCESS IN THE MONTH OF SEPTEMBER AND TOWARDS THE END OF SEPTEMBER, WE EXPECT TO FIND OUT WHETHER WE'RE FUNDED OR NOT.

THE MAIN STREET PROJECT, WE'RE STILL WORKING THROUGH SOME UTILITY CONFLICTS.

I KNOW I SOUND KIND OF LIKE A BROKEN RECORD WITH SOME OF THESE UPDATES ON ON THAT PROJECT.

THERE'S JUST A LOT OF STUFF TO HAVE TO WORK AROUND IN THAT CORRIDOR AND WE'RE TRYING TO GET ALL OF THAT PINNED DOWN SO WE CAN FINALIZE OUR WATER AND SEWER MAIN REPLACEMENT PLANS.

WE ALSO HAVE TO COORDINATE WITH TECH STOCK AS PART OF THAT WORK.

THE UTILITY REPLACEMENT EXTENDS INTO THEIR SECTION AND WE EXPECT TO START THIS FALL, THE FULL COURT PRESS ON PUBLIC OUTREACH AND USE WITH ACQUISITION FOR THAT PROJECT LOOKOUT ROAD.

WE'RE ACQUIRING THE RIGHT OF WAY.

WE NEED TO DO THE WHINING AT THE SHEZ PARKWAY DOOR LANE INTERSECTIONS.

AND THERE'S A SECTION OF SEWER MAIN THAT WE'RE INCREASING THE DIAMETER A LITTLE BIT BEYOND WHAT OUR INITIAL SIZE WAS TO MAKE SURE WE'VE GOT ADEQUATE CAPACITY.

AND THAT'S REQUIRING TO US TO DO SOME ADDITIONAL COORDINATION WITH CCMA AND SELMA 'CAUSE WE'RE HAVING TO EXTEND INTO THEIR JURISDICTION TO MAKE A TIE POINT.

SO THE WORK NORTH CLIFF COUNTRY CLUB ESTATES A PROJECT THAT SOME MAY SAY ABOUT TIME.

WE'RE FINALLY GETTING TO IT.

THIS IS ANOTHER COMBINED PROJECT LIKE THE BUFFALO VALLEY SOUTH PROJECT WHERE WE STARTED THE DESIGN.

WE'RE JUST GETTING STARTED ON THAT ONE.

BUT IT INVOLVES REPLACING THE WATER AND SEWER LINES AND REHABBING THE STREETS.

LAST PROJECT, JUST TO KIND OF REMIND YOU OF, IS THE FM 3 0 9 FM 78 OVERPASS PROJECT.

THAT'S A TECH STOP PROJECT.

DON'T HAVE REALLY ANYTHING NEW TO REPORT SINCE THE LAST, UM, UPDATE ON THIS ONE.

THEY ARE CONTINUING TO REFINE THE SCHEMATIC AND WORKING ON ENVIRONMENTAL CLEARANCE.

THEY'RE, THEY DON'T HAVE 'EM SCHEDULED YET, BUT THEY'RE PLANNING TO DO SOME ADDITIONAL PUBLIC OUTREACH, UH, MEETINGS ON THAT PROJECT.
