COUNCIL MEMBER HAYWOOD WILL BE READING THE, UH, THE PROCLAMATION AND IF I CAN HAVE THE REPRESENTATIVE, PLEASE JOIN ME UP HERE AT THE PODIUM.

EVERY TIME I GET TO READ THIS, I GET EXCITED.

'CAUSE AS A KID I ALWAYS LOVED LOOKING AT STARS AND I STILL DO.

SO HILL COUNTRY NIGHT, SKY MONTH, OCTOBER, 2025.

WHEREAS THE AESTHETIC BEAUTY AND WONDER OF STARFIELD SKIES ARE THE HERITAGE OF ALL HUMANKIND AND LOCALLY TO INHABITANTS OF SHIRTS AND THEREFORE WORTHY OF CELEBRATION.

WHEREAS THE EXPERIENCE OF STANDING BENEATH THE STARFIELD NIGHT SKY INSPIRES FEELINGS OF WONDER AND AWE AND MAY ENCOURAGE INTEREST IN SCIENCE AND NATURE, ESPECIALLY AMONG THE YOUNG.

THE OPPORTUNITY TO VIEW STARFIELD SKIES ATTRACTS TOURISTS TO OUR REGION AND THEREFORE ECONOMIC BENEFIT TO THE CITY OF CHURCH.

WHEREAS PRESERVING THE RICH, HISTORIC HERITAGE AND STARRY NIGHT SKIES OF SHIRTS IS IMPORTANT TO ITS RESIDENTS.

WHEREAS LIGHT POLLUTION, WHICH IS WASTED LIGHT THAT PERFORMS NO FUNCTION OR TASK AND ARTIFICIAL LIGHT THAT GOES WHEREVER IT'S NOT SUPPOSED TO GO, IT'S CREATED BY GLARE, LIGHT, TRESPASS, SKY GLOW, AND OVERLIGHTING.

WHEREAS LIGHT POLLUTION WASTES NATURAL RESOURCES AMOUNTING TO AT LEAST $3.3 BILLION A YEAR AND CONTRIBUTES TO DIMINISHED AMERICAN ENERGY INDEPENDENCE.

AND WHEREAS THE HISTORICAL VIEW OF NIGHT SKIES HAS BEEN ERODING IN MANY NEARBY AREAS, AND GENERATIONS ARE GROWING UP WITH LIMITED, IF ANY VIEW OF THE WONDERS OF THE UNIVERSE.

WHEREAS THE INFLUX OF PEOPLE INTO TEXAS HILL COUNTRY REGION AND THE ACCOMPANY OF LIGHT POLLUTION FROM THE AREA LIGHTING FIXTURES HAVE STEADILY ON THE RISE OR ON THE RISE.

WHEREAS SOLVING THE PROBLEM OF LIGHT POLLUTION INVOLVES MAKING BETTER USE OF OUTDOOR LIGHTING, DIRECT LIGHTING TO DOWN WHERE IT IS NEEDED INSTEAD OF UPWARD INTO THE SKY, PUTTING OUTDOOR LIGHTS ON TIMERS AND USING OUTDOOR LIGHTING ONLY WHEN NECESSARY.

WHEREAS HILL COUNTRY COMMUNITIES ARE INCREASINGLY DEDICATED TO THE PRESERVATION OF THE REGION'S NIGHT SKIES, AS EVIDENCED BY THE FREQUENT EDUCATIONAL ACTIVITIES CONDUCTED IN OUR REGION BY INCREASING NUMBERS OF PLACES IN OUR REGION.

WHY IS IT IMPORTANT TO PROTECT THE NIGHT SKY? NOCTURNAL LIFE DEPENDS ON DARKNESS.

UNRESTRICTED, UNREGULATED, AND EXCESSIVE BRIGHT LIGHT CONFUSES BIRDS, INSECTS, AND MAMMALS.

THIS DISRUPTION LEADS TO CAN AFFECT HUNTING, FORAGING, MIGRATION, AND REPRODUCTION.

THESE SAME LIGHTS ALSO AFFECT US AS DRIVERS.

TODAY'S LED LIGHT EMITS BLUE WAVELENGTH LIGHT.

IT CAUSES GLARE THAT WILL REDUCE DRIVER VISIBILITY AND INCREASE THE RISK OF ACCIDENTS.

PROLONGED EXPOSURE TO THIS LIGHT CAUSES EYE STRAIN AND HEADACHES.

SO HOW DO WE PROTECT THE NIGHT SKY BY USING THE RIGHT LIGHT IN THE RIGHT PLACE AND ONLY WHEN NEEDED.

AFTER HIS TIME IN THE MARINE CORPS, JOSIAH FOUND THE FIRE SERVICE AND IT FILLED THE VOID THAT THE MARINE CORPS LEFT BEHIND.

SO HE GOT TO BE THAT COMRADERY, GOT TO BE WITH OTHERS, GOT TO HAVE THAT SENSE OF SELF SERVICE.

HE ALSO STATED THAT THE TRADITIONS, THE COMRADERY AND RESPECT IS WHAT REALLY DREW HIM IN.

HE LIVED THE FIRE LIFE THROUGH HIS DAD.

CARSON SAID IF HE COULD BE ANY FICTIONAL CHARACTER, HE WOULD CHOOSE BATMAN.

AND HIS WORST HAIRCUT EVER WAS A MULLET.

OUR SUBDIVISION IN AUGUST AND SEPTEMBER THIS YEAR HAS BEEN THE WORST.

IT'S BEEN GOING OUT ABOUT ONCE

SOMETIMES IT BROWNS OUT FOR A SECOND OR TWO OTHER TIMES AS MUCH AS AN HOUR OR MORE.

RAIN, SHINE, WIND, NO WIND IN THE MORNING DURING THE DAY AT NIGHT ON PEAK, OFF PEAK WITH THE NEWER TECHNOLOGY OF OUR CIRCUIT BREAKERS AND GFIS.

WE'RE CONSTANTLY HAVING TO RESET OUR CIRCUIT BREAKERS ON THERE.

UH, PEOPLE HAVE LOST REFRIGERATORS FULL OF FOOD.

CPS DOESN'T REIMBURSE FOR THAT.

UH, WHEN TALKING TO CPS, THEY SAY NO ONE ELSE HAS BEEN HAVING PROBLEMS. BUT THEN WHEN I TALK TO MY NEIGHBORS, THEY ARE HAVING PROBLEMS AND THEY CPS IS ADDRESSING NOTHING.

UM, OUR AREA HAS BEEN EXPLODING WITH NEW SUBDIVISIONS.

SADDLEBROOK 634 HOMES, CARMEL RANCH, 127 HOMES WITH PLANS FOR MORE.

I CAN'T FIND OUT HOW MANY CROSS FINEING ROUGHLY HALF BUILT 1600 HOMES.

UH, RHINE VALLEY'S ADDING ITSELF AT ABOUT ANOTHER 65 HOMES.

AVIATOR APARTMENTS, ABOUT 300 UNITS.

OKAY, MY ROUGH GUESS IS ABOUT 1500 NEW HOMES IN THE NEXT COMING YEARS.

MY CONCERN IS IF WE CAN'T KEEP THE POWER ON NOW, HOW ARE WE GONNA KEEP THE POWER ON WITH ALL THESE NEW UNITS? ALTHOUGH CPS APPLIES THE POWER, I FEEL AS THE CITY'S RESPONSIBILITY, ENSURE THAT THE PROPER INFRASTRUCTURE IS IN PLACE FOR THE NEW CONSTRUCTION.

I FEEL THAT THE CITY IS FAILING IN THIS PLACE.

OBVIOUSLY, UH, THE INFRASTRUCTURE'S NOT THERE IF WE'RE HAVING ALL THESE POWER OUTAGES.

THAT'S FURTHER PROOF OF LACK OF INFRASTRUCTURE.

I WILL CITE THE CITY HAS HAD MORE THAN TWO YEARS TRUCKING RAW SEWAGE FROM HALLEY'S COVE DOWN TO ROY CORBERT, WHICH THE PEOPLE THERE HAVE REALLY LOVED THE SMELL OF THAT.

UM, I'M NOT SAYING THAT THE CITY SHOULD STOP EXPANDING, WE NEED TO EXPAND.

BUT WHAT I'M SAYING IS THE CITY NEEDS TO DO A MUCH BETTER JOB, UH, PACING GROWTH SO THAT THE INFRASTRUCTURE KEEPS UP WITH GROWTH.

GROWING TOO FAST IS JUST AS BAD AS NOT GROWING AT ALL.

IT'S THE CITY'S RESPONSIBILITY TO ENSURE PROPER INFRASTRUCTURES IN PLACE FOR ITS RESIDENTS NEEDS.

WITH ALL DUE RESPECT, YOU NEED TO DO A BETTER JOB WITH THE INFRASTRUCTURE PLANNING AND GROWTH.

I'M A MEMBER OF SEVERAL MEETUP GROUPS, RUN GROUPS.

UH, THERE'S LOTS OF GROUPS IN THE COMMUNITIES, CITIZENS, UH, STUDENTS THAT USE THAT CHURCH PARKWAY TRAIL.

I MEAN, THERE'S HUNDREDS OF PEOPLE THERE WEEKLY THAT USE THE TRAIL.

I DON'T KNOW HOW MANY USE DAILY, BUT ALMOST, UH, ANY TIME OF THE DAY OR NIGHT YOU CAN SEE PEOPLE UTILIZING THAT TRAIL.

UM, SO I WANTED TO VOICE SOME CONCERNS AND ALSO SOME, UH, EFFORTS THAT THE COMMUNITY WANTS TO MAKE FOR THE TRAIL IMPROVEMENT AS FAR AS VOLUNTEERING.

AND, UH, THIS DOCUMENT HERE JUST KINDA GIVES AN OVERVIEW OF ALL THE QUESTIONS THAT PEOPLE PRESENTED TO ME THAT I WROTE DOWN IN THEIR, THEY, THEIR KIDS, THEIR PARENTS, UM, STUDENTS, PROFESSIONAL ATHLETES, RETIREES.

UM, SO I OUTLINED ALL THE QUESTIONS, BUT, UH, JUST AN OVERVIEW IS THAT WE'VE NOTICED IS THAT THE TRAIL IS NOT BEING MAINTAINED.

SO WE WOULD LIKE TO KNOW WHEN THE, WHAT THE MAINTENANCE SCHEDULE IS FOR THE TRAIL, HOW MUCH MONEY HAS BEEN SPENT ON THE TRAIL, UM, WITH NEW DEVELOPMENT COMING.

I KNOW THAT THERE'S SOME MONEY SET ASIDE FOR IMPROVEMENTS ADJACENT TO ANY KIND OF DEVELOPMENT ALONG SHORTZ PARKWAY.

SO, UM, HOW MUCH OF THAT MONEY HAS BEEN UTILIZED FOR THE TRAIL OR THE SIDEWALK ADJACENT TO, UM, SHORTZ PARKWAY.

UH, ALSO THERE'S UM, UH, I MEANT TO MENTION THAT, UM, THIS MONTH IS ALL ALSO NATIONAL PEDESTRIAN SAFETY MONTH.

UH, IT'S SOMETHING THAT A LOT OF THE LOCAL GOVERNMENTS AND TDOT IS, UM, KIND OF ADVERTISING.

UH, I, I JUST RECOGNIZED THIS MYSELF A COUPLE OF WEEKS AGO,

SO THIS MASTER PLAN IDENTIFIES PARKS, UM, TRAILS, UH, UH, HIKE AND BIKE TRAILS, ANY KIND OF, I GUESS LIKE MULTIMODAL MODAL AVENUE THAT PEDESTRIANS USE IN OUR CITY.

AND SHIRTS, PARKWAY WAS NOT REALLY SPOKEN OF, BUT IT WAS IDENTIFIED ON TWO PAGES.

AND I FEEL LIKE THIS DOCUMENT HAS A LOT OF GOOD INFORMATION, BUT IT ALSO LACKS, UM, THE PRIORITIZATION OF MAINTENANCE FOR OUR TRAILS, UH, AND SIDEWALKS, ET CETERA.

AND I FEEL THAT I DON'T, THE COMMUNITY DOES NOT FEEL THAT SCHWARZ PARKWAY IS GETTING THE AMOUNT OF FUNDS OR THE MAINTENANCE, UM, ATTENTION THAT IT NEEDS BEING THAT THAT TRAIL IS IDENTIFIED ON A LOT OF, UM, A LOT OF DOCUMENTS FOR, UH, TRAIL SYSTEMS WITHIN THE STATE OF TEXAS.

I HAD JUST FLOWN OUT TO FLORIDA AND THE POWER WENT OUT, CAME BACK ON WITHIN 60 SECONDS.

LITTLE DID I KNOW EVERY ONE OF MY CIRCUIT BREAKERS BROKE OR, OR TRIPPED.

THEY TRIPPED.

DIDN'T FIND OUT UNTIL SUNDAY, UNTIL ED WENT NEXT DOOR, WENT IN MY HOUSE, LOST AN ENTIRE FREEZER OF FOOD.

THEY BASICALLY SAID, SORRY, WE CAN'T CONTROL THAT.

ALTHOUGH SINCE I'VE BEEN THERE SINCE AUGUST OF 2016, I'M ONE OF THE OGS OF THE NEIGHBORHOOD.

THERE'S A GRID, ELECTRICAL GRID PROBLEM IN RHINE VALLEY BECAUSE YOU DON'T HAVE 27 OUTAGES FOR SEVEN MONTHS, 27 OUTAGES.

HAS YOUR POWER GONE OFF 27 TIMES SINCE JANUARY? OURS HAS, IT TRIPS EVERY ONE OF MY BREAKERS FOR EIGHT AND A HALF YEARS.

I'VE LIVED THERE.

NEVER ONCE HAD ANY BREAKERS TRIPPED.

AND THEY, AND THEY ARE TRIPPING NOW.

AND THE LAST SIX MONTHS HAD NOTHING BUT TROUBLE.

CPS IS LYING TO THE RESIDENTS OF SHIRTS OR RHINE VALLEY BECAUSE THEY'RE SAYING NOBODY ELSE IS COMPLAINING.

AND I CALL 'EM A LIAR TO THEIR FACE.

SO I'M HERE TO ASK YOU AS A CITY COUNCIL TO CONTACT CPS AND MAKE THEM DO SOMETHING TO INVESTIGATE WHAT THE HELL IS GOING ON IN THAT SUBDIVISION BECAUSE I CAN REPLACE FOOD, BUT I DON'T LIKE LEAVING TONIGHT AND WONDERING, COMING BACK THE NEXT DAY.

IF THE POWER'S OFF AND IT DOES, IT COMES BACK ON.

SHE GETS MORE MONEY AS OPPOSED TO FRANKLY, WHAT YOU CAN GET WITH A FLAT RATE THAT WE FOUND IT.

IT CAN BE SIMPLY HOW LITTLE WORK DO THEY HAVE TO DO? AND THEY'RE STILL GONNA GET THE SAME AMOUNT.

SO WHETHER THEY PUT IN A LOT OF TIME OR A LITTLE TIME, IF IT'S A FLAT RATE, THAT TENDS TO BE THE CASE.

THE WAY OUR CONTRACT AND AGREEMENT IS STRUCTURED, THE MORE WORK SHE DOES TO TRY TO HUSTLE UP THE CONTRACTS, GET AS MUCH AS SHE CAN FOR THE CITY, REALLY EVALUATE CLOSELY WHAT THEY'RE DOING IN TERMS OF THE VALUE OF THE EQUIPMENT, IT INCENSES HER TO DO THAT ON OUR BEHALF, WHICH IS WHY WE'VE USED THIS PERCENTAGE RATE SYSTEM, IF YOU WILL.

I WILL SAY THAT PART OF THIS TOO, AND I'M GONNA KINDA JUMP AROUND A LITTLE BIT IN TERMS OF WHY WE WANT THIS SERVICE, WHY THIS SERVICE IS IMPORTANT TO THE CITY STAFF.

UM, YOU KNOW, WHY, WHY DON'T WE LOOK AT SOME OTHER WAY? AND SO WE'VE BEEN WORKING WITH THEM QUITE A WHILE AND THEY HAVE REALLY PARTICULAR KNOWLEDGE OF THE SPECIF SPECIFIC AREA.

SOMETHING THAT FRANKLY CITY STAFF JUST DOESN'T HAVE.

IT'S NOT WHAT WE'RE WELL VERSED IN.

SO WE'RE A LITTLE BIT MOVING BLIND THROUGH THE DARK.

UM, AND WITH THAT, THE CONTRACTOR, FRANKLY, HAS DONE A REALLY GOOD JOB OF IT.

AND THAT INCLUDES MANAGING THE VE VERIFICATION AND THE VETTING OF THE TENANTS AND THEIR CONTRACTORS, RIGHT? THESE ARE OUR WILDER TOWERS AND WE WANNA MAKE SURE WE KNOW WHO'S GOING OUT THERE.

WE KNOW SOMETHING ABOUT 'EM.

SO SHE HANDLES THAT FOR US AS WELL.

WE GET A LOT OF COMMUNICATION FROM HER WITH THAT INFORMATION WHEN THEY'RE GONNA BE OUT THERE, HOW THEY'RE GONNA BE OUT THERE, AND SHE GOES OUT TO THE SITE AFTERWARDS AND MAKE SURE THEY CLEAN UP AFTER THEMSELVES AND DO ALL OF THAT A AS WELL.

UM, AS FAR AS OUR, UM, AMOUNT OF PROJECTS, WE, WE BELIEVE IS NECESSARY FOR THE CITY OF CHURCH TO MAINTAIN A HIGH LEVEL OF SAFETY DURING FLOOD EVENTS AND TO COME BACK WITH A RECOMMENDED FEE, UH, SCHEDULE, UH, OVER FIVE YEARS, AS WELL AS WHAT WE CAN DO IN THE SHORT TERM.

UM, WE'LL TALK ABOUT SOME BACKGROUND STORM RANGE FEES, HOW HE CALCULATED THE MYTHOLOGY AND THE REC, AND THE RECOMMENDATION HE PROVIDED FOR US.

SO THE STORM WATER MANAGEMENT FEES.

SO URBANIZATION AND, AND DEVELOPMENT HAS, UH, HAS SIGN SIGNIFICANT IMPACT ON HOW WATER MOVES AFTER STORM EVENTS.

SO THAT'S BASICALLY WHAT WE'RE TALKING ABOUT IS, UM, ROADWAYS AND CONCRETE SIDEWALKS, HOUSES, ALL THAT CREATES ADDITIONAL RUNOFF THAT WOULDN'T BE THERE, UH, IF IT WAS THE NATURAL LAND AND ABLE TO ABSORB MORE WATER, UH, STRAIGHT TO THE GROUND INTO THE AQUIFERS.

BUT BECAUSE WE PUT A LOT OF CONCRETE, PROVIDES ADDITIONAL RUNOFF TO, UM, UH, COLLECT IN CERTAIN AREAS, UH, AT A HIGHER RATE THAN AND THAN IT WOULD OTHERWISE, UH, POTENTIALLY CREATING, UM, HARMFUL EVENTS, UH, FOR BOTH LIFE AND PROPERTY FOR RESIDENTS THAT LIVE IN THOSE DIFFERENT AREAS.

UM, SO, UH, ONE WAY THAT, UH, CITIES AND OTHER ENTITIES, UM, HELP FUND, UH, ADDITIONAL, UH, MAINTENANCE AND IMPROVEMENTS TO HELP, UH, MITIGATE THE, THE WRIST, UH, PROPOSED BY THESE, UH, STORMWATER EVENTS WITH, WITH A LOT OF DRAINAGE ISSUES, UH, IS TO FORM, UM, STORM WATER UTILITIES OR, UH, STORMWATER UNITS.

IS THERE, UM, UH, SPECIFIC, LIKE OUR DRAINAGE FEE HERE THAT ALL THE FUNDS RAISED GO SPECIFICALLY TO MAINTAIN OUR CURRENT ROADWAYS AND AS WELL AS, OR OUR CURRENT DRAINAGES, AS WELL AS EXPAND THEM IN ORDER TO PROVIDE A, A, A SAFE, UM, COMMUNITY FOR OUR RESIDENTS.

SO IF YOU LOOK OVER THE UNITED STATES, 146, UM, ENTITIES OF THAT NATURE ARE IN TEXAS.

UH, SOME OF THE OTHER ONES, UM, UH, 229 IN THE, IN THE, THE NORTH MIDWEST, UH, 156 OVER IN WASHINGTON, UH, 214 OVER IN, UM, UH, FLORIDA, WHICH HAS A LOT OF RAIN EVENTS THAT ARE VERY DAMAGING.

UM, SO YOU KINDA SEE HOW, HOW IT, UH, SHAPES OUT AROUND THE NATION.

UH, SO CURRENTLY THE CITY OF CHURCH CHARGES $5 AND 20 CENTS PER MONTH PER LUE LIVING UNIT EQUIVALENT.

BASICALLY, UH, WE AVERAGED OUT THE, UH, HOW MUCH IMPERVIOUS SURFACE, HOW MUCH RUNOFF IS GENERATED BY A A CERTAIN SIZE RESIDENTIAL, SINGLE RESIDENTIAL UNIT.

UM, AND SO ALL OUR, NO MATTER HOW BIG YOUR HOUSES ARE, ALL THAT, THAT'S WHAT WE CHARGE FIVE 20 FOR RESIDENT.

UM, AND THEN, UH, COMMERCIAL ACCOUNTS, UH, THEY'RE BASED ON HOW MUCH, UM, IMPERVIOUS SURFACE THEY HAVE COMPARED TO A HOUSE.

SO IF THEY HAVE FIVE TIMES, NOT A CONCRETE AS A HOUSE DOES, THEY GET CHARGED A RATE FIVE TIMES THAT OF OUR AVERAGE HOUSE.

UM, WE FOUND THAT THE CURRENT FEE IS NO LONGER COLLECTING ENOUGH REVENUE TO FUND, UH, IDENTIFIED OPERATING COSTS.

AND WE HAVE $42 MILLION IN SORT OF OUR CIP PLAN THAT WE WOULD LIKE TO, UM, UM, IMPROVE OUR DRAINAGE RELATED INFRASTRUCTURE.

UH, AND THE CITY HAS A GOAL OF TRYING TO MAKE THE FUND SELF-SUFFICIENT.

SO THE FEE PAYS FOR DRAINAGE, UH, IMPROVEMENTS, UH, WITHOUT TAKING IN PROPERTY TAXES OR OTHER TYPE OF REVENUE.

AND SO, UH, WITH ALL THOSE FACTORS, WE DECIDE, HEY, WE NEED TO COME UP WITH A NEW PLAN.

AND THAT'S WHY WE REACHED OUT TO, UH, WILL DAN CONSULTANTS.

UM, NOW IN THE, UH, AVERAGE RATES ACROSS THE, UH, STATE, UH, WE CAN SEE SHIRTS IN THE RED IS FIVE 20.

WE'RE VERY CLOSE TO THE STATE AVERAGE OF FIVE 15.

UM, BRIAN HAS 5 85 OR TWO 80, WHEREAS SAN MARCO HAS ONE OF THE HIGHEST IN THE STATE AT ABOUT JUST UNDER $14.

UH, AND I CAN SAY, YEAH, WE'RE AT THE STATE AVERAGE, BUT THE QUESTION COMES IN, IS SHIRTS AN AVERAGE, UM, AS FAR AS OUR DRAINAGE WAYS AND AMOUNT OF, UH, IMPERVIOUS SURFACE WE HAVE, AS WELL AS OUR CREEK BEDS, HOW, HOW LIKELY ARE WE TO FLOOD COMPARED TO THE OTHER PEOPLE? SO WHILE THIS IS GOOD INFORMATION, WE DO HAVE TO KEEP IN MIND JUST HOW MANY, UM, RISK AREAS WE HAVE INSURANCE COMPARED TO BRIAN, WHO MAY NOT HAVE A BIG, UH, DRAINAGE RISK OR FLOODING RISK, UM, RELATED TO THEIR DRAINAGE PATHWAYS.

UM, SO WHAT IT CAME OUT, WE JUST LOOKED AT THE STUDY METHODOLOGY.

SO WE LOOKED AT AND PREVIOUS SERVICE AREA, HEY, HOW MUCH DO WE ACTUALLY HAVE? UH, AND WE HAVE A LOT IN, UM, IN, IN THIS CATEGORY.

RESIDENTIAL IS 116, UH, MILLION.

AND THEN, UH, NON-RESIDENTIAL, OOPS, SORRY, THAT WAS COMING UP, UM, AT 64 FOR A TOTAL OF 180,000 WITH MOST OF IT COMING IN, IN THIS CATEGORY OF THAT, UH, 200,000, 500,000 RANGE.

SO WE ALSO FORECAST RANGE ACCOUNTS.

SO THE MORE PEOPLE, MORE ACCOUNTS WE HAVE, THE MORE AMOUNT OF, UH, FOLKS BE PAYING INTO THE FUND.

UH, SO WE GREW BY RESIDENTIAL, NON-RESIDENTIAL USING THE SAME GROWTH METHODOLOGY

WE HAD FOR OUR WATER AND SEWER RATES.

IT'S ABOUT 1.7% A YEAR, ABOUT 308 NEW ACCOUNTS PER YEAR, UH, SORT OF THROUGH 300 RESIDENTIAL, WHICH KIND OF TRACKS OUR, UM, DUE RESIDENTIAL BUILDING PERMITS AND THEN EIGHT NON-RESIDENTIAL.

UH, WE LOOKED AT, UH, I PROVIDED HIM AN EARLY, UH, LOOK AT OUR BUDGET, A TOTAL OPERATING COSTS WITH PROJECTIONS ON HOW THEY WOULD CONTINUE TO GROW, UM, THREE TO 5% YEAR ON OPERATING PERSONNEL.

MOST OF IT'S PERSONNEL AS FAR AS THE OPERATING SIDE IS, IS CONCERNED.

UH, WE HAVE INSURANCE EVERY YEAR AS LONG AS A MERIT AND, UH, OTHER SALARY ADJUSTMENTS.

SO, UH, THAT KIND OF FOLLOWS IN, UH, WITH WHAT WE HAD DONE THIS YEAR AS WELL.

AS FAR AS THE 42 MILLION, UH, THESE ARE A LIST OF PROJECTS WE FOUND IN THE CIP, UM, UH, WITH THE RATES THAT WE, WE HAD LOOKED AT.

UH, SO THESE ARE ALL THE PROJECTS THAT WE WOULD LIKE TO DO, BUT WE HAVEN'T REALLY FOUND THE AMOUNT OF FUNDING WE'RE ABLE TO, TO, TO COME UP WITH THEM.

SO THESE, I, UH, LOOKING AT DAN WOULD BE PRIMARILY, UH, DEBT FUNDING, UH, POSSIBLY STARTING IN 2028, UH, 10 MILLION, 10 MILLION, 12 MILLION, 10 MILLION, UM, LOOKING AT A 20 YEAR TERM WITH ABOUT A 4% INTEREST RATE.

SO THAT'S HOW HE LOOKED INTO, UM, THE OPERATION AS WELL AS OUR, OUR CIP.

SO WE TOOK BOTH OF THOSE TOGETHER.

UH, DAN CAME BACK WITH THIS AND SAY, YEAH, THIS IS WHAT WE BELIEVE WE'RE ABOUT $2.7 MILLION NOW IN 2026 BY 2035, UH, WITH THE DEBT SERVICE IN ORDER TO ACCOMPLISH ALL THE PROJECTS WITHIN THE TIMEFRAME WOULD BE AT $6.7 MILLION, UM, OVERALL EXPENDITURES.

AND SO THAT'S HOW HE KIND OF ACCUMULATED FOR, UH, OPERATION GROWTH, CAL GROWTH, AND THEN WHAT, WHAT OUR FEE NEED TO BE OR TO ACCOMPLISH EVERYTHING WE WOULD LIKE TO SET OUT TO DO.

SO WITH THE RATE PLAN, HE CAME BACK WITH A COUPLE OF RATE PLANS.

UH, WE DO , UH, STARTING ON OCTOBER AT THIS POINT, WE'LL LOOK AT NOVEMBER, START WITH THE NEW PLAN.

UM, UH, WE'RE ALSO GONNA LOOK AT, WELL, WE ARE ONLY RECOMMENDING THE FIRST YEAR THIS PLAN.

UM, WE'RE GONNA COME BACK TO COUNCIL.

SO COUNCIL'S NOT ADOPTING ALL FIVE YEARS AND ALL THE ADJUSTMENTS TONIGHT.

UH, WE HAVE RECOMMENDED THE FIRST YEAR, WHICH IS ONE THAT'S KIND OF SET IN STONE.

IT'S ALREADY IN THE BUDGETS THAT'VE PRESENTED.

UM, AND THEN WE'LL CONTINUE TO LOOK AT AND UPDATE THE PLAN GOING FORWARD TO SEE HOW WE CAN ADJUST THE RATES.

DO WE REALLY NEED THE FULL AMOUNT RECOMMENDED IN THE, IN THE PLAN, OR ARE WE ABLE TO TO ADJUST AND DO A LITTLE BIT LOWER? SO WHAT WAS PROPOSED WAS MOVING FROM RESIDENTIAL, UH, THE LUE FROM FIVE 20 TO $8, UH, FOR THIS CURRENT FISCAL YEAR, AND THEN UPDATING AGAIN FOR 11 AND 12, AND THEN 15 IN 2028, UM, BEING ONE OF THE, UM, JUST BEING OUT SAN MARCUS, UH, BY A DOLLAR.

NOW AGAIN, STAFF IS, UH, UM, ONLY RECOMMENDING THE FIRST YEAR.

UM, AND PART OF WHAT COMES WITH THAT IS, UM, SOME NEW STAFF, STORMWATER MANAGERS, IT WAS PROVEN IN THE BUDGET AS WELL AS OF, UH, DRAINAGE MASTER PLAN.

SO THAT'S COMING BACK AND LOOKING AT AND TAKING STOCK OF ALL OF OUR DRAINAGE OF WHAT BEST WAY TO UTILIZE OUR DOLLARS AND MAKING SURE A, UH, WE'RE FOCUSING ON THE RIGHT AREAS.

UH, AND B IS THERE ANY, ARE WE THINKING THERE'S SOMETHING'S A PRIORITY? MAYBE SOMETHING'S NOT A PRIORITY? UM, AS WELL AS WE CAN LOOK AT VARIOUS, UH, GRANT OPPORTUNITIES FROM FEMA JUST WHERE WE GOT A, A LARGE AMOUNT, UH, OF FUNDING FROM THE LAST BIG FLOOD EVENT FROM THE SHIRTS, UM, BUT BASICALLY PUT IN DETS CREEK AND, UM, IS HELPING TO MITIGATE SOME OTHER DRAINAGE ISSUES CURRENTLY.

SO THERE'S A LOT OF THINGS WE CAN DO AND KIND OF HELP IN THE OUT YEARS TO IT TO ADJUST THAT DOWN.

AND WE TAKING TAKE STOCK OF WHAT WE HAVE AND WHAT WE NEED TO BE AND HOW SOON DO WE HAVE TO GET THERE.

THAT'S ANOTHER FACTOR THAT GOES INTO IT.

OH, WE THOUGHT EVERY, HEY, OVER THIS 10 YEAR WINDOW, WE THOUGHT, HEY, THESE PROJECTS NEED TO BE DONE.

ONCE WE GET THAT MASTER PLAN IN, WE CAN SAY, HEY, DO WE NEED TO GET THESE DONE SOONER OR LATER? OR SOME CAN BE PUSHED OFF A LITTLE BIT LONGER AND THAT'LL AFFECT THE RATE AS WELL.

UM, DAN ALSO RECOMMENDED OR CAME UP WITH A SECOND SCENARIO, WHICH A LITTLE BIT LOWER FEES FOR THE RESIDENTIAL, BUT THAT, UH, BUT A HIGHER, LIKE A GRADIENT SCALE, UH, FOR COMMERCIAL.

SO INSTEAD OF JUST BEING A ONE-TO-ONE RATIO AS FAR AS, HEY, EVERYONE'S GETTING GONNA BUILD FOR THE SAME SIZE, UM, THIS IS MORE OF LIKE, HEY, THE BIGGER YOU BUILD, THE HIGHER IMPACT YOU'LL HAVE AND THE HIGHER, UM, RATE THAT WOULD BE CHARGED.

UH, WHILE THIS IS IN THE STUDY AND THE RECOMMENDATION PROVIDED BY DAN JACKSON, UH, STAFF IS NOT RECOMMENDING THE SCENARIO TONIGHT.

UH, UM, WE'LL KEEP IT AS IS WHERE EVERYONE IS PAYING THE SAME LUE.

THAT'S AN EXAMPLE OF THIS RECENTLY, UH, CALLS FROM A GENTLEMAN WHO LIVES ON DEETS ROAD WHO SAYS, HEY, THIS CITY OWNED PROPERTY, IT'S FLOODING BACK THERE.

WHAT ARE YOU GONNA DO AGAIN, IF YOU GO OUT AND LOOK AT IT, IT'S, IT'S A MESS.

YOU SORT OF WONDER WHERE THAT WATER GOES AND IT WASHES ACROSS THE INTERSECTION.

SO IT'S THOSE KIND OF CALLS THAT WE GET.

YOU MAY REMEMBER WE HAD A WOMAN, MS. PURSER, WHO STOOD UP AND SHE WAS CONCERNED ABOUT THE EROSION AND THE FLOODING ISSUE DOWN OFF GLEAMING SPRINGS.

A A NUMBER OF MONTHS AGO, CAME BACK A COUPLE OF TIMES, WE'VE GOTTEN CALLS FROM COUNCIL PEOPLE RIGHTLY SO, SAYING, HEY, THERE'S A CONCERN ABOUT WE'RE NOT MOWING, WE'VE NOT GRADING THIS FINELY ENOUGH IN AREAS ACROSS THE WAY OVER BEHIND MARYLAND.

AND THEN AGAIN, THE OTHER RECENTLY WE HAD WAS OVER BEHIND GETTYSBURG, RIGHT? WE HAD THIS DRAINAGE CHANNEL.

AND SO, SO I WOULD ARGUE LIKELY THE SITUATION IS, IT'S SOME OF THE ISSUES PARTICULAR TO OUR COMMUNITY AND THE AREAS THAT WE HAVE RELATIVE TO THE SYLO CREEK.

BUT REALLY I THINK WHAT IT'S ABOUT IS THAT THIS IS JUST ONE OF THOSE AREAS THAT COMMUNITIES AREN'T DEALING WITH TILL IT REALLY BECOMES A PROBLEM.

AND IT'S AN AREA THAT WE FOUND THAT WE'VE NEEDED TO, TO STEP INTO.

AND, AND SO AGAIN, TO BE CLEAR, UM, WE ARE SIMPLY RECOMMENDING GO UP ON THE FEE THIS FIRST TIME AND LET'S TAKE ANOTHER LOOK AT IT.

I APPRECIATE HOW AGGRESSIVE THE SCHEDULE IS.

I APPRECIATE HOW QUICKLY THIS GETS US TO THOSE LIST OF ITEMS. YOU KNOW, I'LL BE HONEST, IT, IT MAY BE TOO FAST.

AND I THINK THAT'S PART OF WHAT WE HAVE TO MANAGE AND WORK WITH COUNCIL ON.

BUT WE THINK THIS FIRST PHASE DOES A NUMBER OF THINGS FOR US.

IT INCREASES THE STAFFING THAT WE HAVE SO THAT WE CAN BETTER GET OUT AND MAINTAIN SOME OF THOSE THINGS THAT WE HAVE EXPERTISE FOR.

IT ALSO GETS THE FLOODPLAIN MANAGERS SOMEONE DEDICATED TO THAT POSITION.

SO AGAIN, TO BE BLUNT, TRYING TO GO AFTER GRANTS AND PARTICIPATING REGIONALLY ISN'T A LITTLE BIT OF AN AFTERTHOUGHT WILL REFINE WHO'S FREE THAT DAY GOING FORWARD WITH IT.

THAT THAT'S THE ANSWER I WOULD GIVE YOU WITH IT.

MR. WILLIAMS WOULD LIKE TO ADD, UH, I, EVERYTHING THAT BRIAN JUST SAID IS, IS, IS SPOT ON.

WE'RE TAKING MORE OF THE POSITION THAT A LOT OF THESE MAINTENA, ALL THE MAINTENANCE ITEMS THAT YOU JUST ADD AT JUST DESCRIBED, WE WOULD BE PAYING FOR THOSE WITH A FEE RATHER THAN JUST ABSORBING IT THROUGH THE STREETS DEPARTMENT OR SOME OF THAT.

THAT'S RIGHT.

AND ONE THING TO KEEP IN MIND THERE, AGAIN, AS WE TALK EVERY YEAR WITH BUDGET, RIGHT? IF WE LOOK AT SORT OF WHAT OUR TAX BASE IS AND, AND THE EXEMPTIONS THAT WE HAVE FOR FOLKS, THIS FRANKLY SPREADS IT TO, TO EVERYONE IN THE COMMUNITY, BUSINESSES AND RESIDENTS, MAYOR TIM BROWN.

WELL, AS, UH, BROWN WAS TALKING ABOUT, YOU KNOW, WE DO HAVE A LOT OF, UH, FLOODPLAIN, UH, IN THE CITY OF SHIRTS.

UH, IF YOU EVER LOOK AT A FEMA MAP, UH, LOOK AT THE PANELS DOWN THERE AND YOU, YOU'LL FIND THAT SHIRTS REALLY DOES HAVE A LOT MORE THAN OTHER PLACES, JUST THE WAY THE CONTOURS AND GEOGRAPHY RUNS.

AND IT ISN'T JUST BECAUSE OF CLOW CREEK, BUT BY ANY MEANS IT'S ALL OVER THE PLACE.

UH, AND, UH, YOU KNOW, I I, I LOOKED AT A COUPLE OF THOSE NUMBERS AND I'M GOING, THIS IS CRAZY, BUT I THINK THE, THE WHOLE STATE IS GOING TO HAVE A DIFFERENT, UH, UH, EMPHASIS ON FLOOD MITIGATION AND FLOOD CONTROL AND THINGS ALONG THAT LINE AFTER LAST SUMMER.

SO WE HAVE A NUMBER OF INTENDED USES FOR WIRELESS COVERAGE, ONE IS FOR GRID MODERNIZATION.

SO TO BE ABLE TO TALK TO GRID ASSETS IN THE AREA, WHETHER THAT'S CPSS ASSETS OR OUR ASSETS OR, UH, CITY OF SHES WATER WASTEWATER.
