AND WHEREAS THE PROBLEM OF DOMESTIC VIOLENCE ARE NOT CONFINED TO ANY GROUP, AND WHEREAS THE IMPACT OF DOMESTIC VIOLENCE IS WIDE RANGING,

MEN, YOUNG CHILDREN, ELDERLY ARE ALSO VICTIMS. AND SADLY, EMOTIONAL SCARS ARE OFTEN PERMANENT.
AND DOMESTIC VIOLENCE CAUSES UNITED STATES COMPANIES AT LEAST 3.5 MILLION IN LOSS OF WORK TIME, INCREASED HEALTH COST, HIGHER TURNOVER, AND LOWER PRODUCTIVE FEE.
WHEREAS IT IS BATTERED WOMEN'S THEMSELVES WHO HAVE BEEN IN THE FOREFRONT AND EFFORTS TO BRING PEACE AND INEQUALITY TO HOME.

SO AS YOU CAN SEE, THE CORE FIVE, UM, THAT HAS THAT EXISTING INDUSTRIAL HUB TOOK ADVANTAGE OF THAT LOCATION AND WHAT THE PROPOSED INDUSTRIAL HUB IS MEANT TO BE AN EXTENSION OF THAT DESIRE TO CREATE THAT EMPLOYMENT CENTER.
THE STRATEGIC PLAN ALSO CALLS OUT TO PROMOTE A THRIVING ECONOMY BY SUPPORTING BUSINESS RETENTION AND RECRUITMENT.
AND THE PROPOSED COMPREHENSIVE LAND USE PLAN AMENDMENT IMPLEMENTS THE COMP PLAN AND STRATEGIC PLAN GOALS AND POLICIES.

SO THREE AND AMENDMENT TO THE FUTURE LAND USE MAP, MASTER DURVA PLAN OR ANY OTHER APPLICABLE MAPS CONTAINED IN THE COMP PLAN IS CONSISTENT WITH THE POLICIES OF THE COMP PLAN AND APPLY TO THE MAP BEING AMENDED.
SO AGAIN, THE COMP PLAN IS MEANT TO BE A LIVING DOCUMENT THAT ALLOWS FOR FLEXIBILITY.

UH, SO HERE'S THE ZONING AND WHAT WE'RE PROPOSING AND, AND WORKING WITH CITY STAFF IS TO REZONE THE ENTIRE PROPERTY GB TWO WITH THE PDD OVERLAY.

IT'S ABOUT A MILE OR SO FROM THE 1604 AND I 10 INTERSECTION.
UM, SO WE THINK THAT, AND THE OWNER THINKS THAT THE, THE HIGHEST AND BEST USE OF THIS PROPERTY IS AS DISTRIBUTION AND WAREHOUSING IN THE BACK.
AND THEN THE FRONT WOULD BE COMMERCIAL SERVICE ORIENTED, UM, MAYBE OFFICES FOR, YOU KNOW, LOCAL SERVICE PROVIDERS, SMALL RETAIL, UM, PROJECTS AS WELL.
SO THE IDEA WOULD BE THE, THE BUILDINGS IS A LITTLE BIT HARD TO SEE THAT ARE LABELED A ONE AND A TWO.

AND SO CLEARLY THAT WOULD SERVE THESE FOLKS BACK HERE.
I THINK PART OF THE ISSUE THAT WE'VE GOT WHEN WE LOOKED AT THIS IS THE VIABILITY OF THIS PART OF IT WITH THAT RETAIL IN FRONT AND WHETHER OR NOT THAT WORKS.

BUT PART OF THE IDEA OF THOSE, UM, THOSE, THOSE HUBS WITH THE COMP PLAN IS TO HAVE THINGS THAT MEET ENTIRELY THE NEED.
AND SO THE IDEA WAS THIS REALLY BECOMES MORE OF A JOB CENTER FOR SOME OF THE FOLKS IN THE AREA.
NOW LET ME BE CLEAR, UH, WHAT WE WOULD EXPECT IS SORT OF INDUSTRIAL LIGHT INDUSTRIAL SORT OF STUFF.
SO MANAGERS, THINGS LIKE THAT WHO MAY LIVE IN SOME OF THE MORE, UH, EXPENSIVE HOMES IN THIS AREA AND THEN CERTAINLY IN THE AREA, NOT NECESSARILY IN THE CITY OF SHIRTZ WHERE WE HAVE SOME MORE MODERATELY PRICED HOMES, FOLKS WHO WOULD WORK IN THOSE INDUSTRIES AND AND WHATNOT.

SO TWO, WHETHER THE PROPOSED PDD PROMOTES THE HEALTH SAFETY OR GENERAL WELFARE OF THE CITY AND THE SAFE, ORDERLY AND EFFICIENT AND HELPFUL DEVELOPMENT OF THE CITY, AGAIN, THIS IS THE ONLY WAY WE CAN PRESERVE THAT 96 ACRES ZONE, UM, THAT THAT FLOODPLAIN THAT TAKES UP ALMOST 70 ACRES OF THE 96 ACRES OF THE PROPERTY.
SO AGAIN, THE PDD IS THE ONLY WAY WE CAN PRESERVE THIS FLOODPLAIN.
AND AGAIN, THE PDD RESTRICTS THAT DEVELOPMENT, UM, IN A 900 LOT AND IT CREATES A NATURAL BUFFALO TO RESIDENTIAL ZONING AND USES.
SO THEY'RE GONNA SEE GREEN SPACE INSTEAD OF JUST A WALL OR CONCRETE NEXT TO THEIR RESIDENTIAL SUBDIVISION.
WHETHER THE USE IS PERMITTED BY THE PROPOSED CHANGE IN ZONING DISTRICT CLASSIFICATION AND THE STANDARDS APPLICABLE TO SUCH USES WILL BE APPROPRIATE IN THE MEDIA AREA.
SO EXISTING M1 AND GB WOULD ALLOW FOR COMMERCIAL AND HEAVY INDUSTRIAL USES ADJACENT TO RESIDENTIAL.
AND AS I STATED, M1 WOULD ONLY REQUIRE 50 FOOT BUILDING SETBACK AND GB WOULD ONLY REQUIRE A 25 FOOT BUILDING SETBACK, UM, ADJACENT TO RESIDENTIAL, AGAIN, THIS PDD PROPOSES A LARGER RESIDENTIAL BUFFER THAN WOULD EVER BE REQUIRED THROUGH CONVENTIONAL ZONING.
IT ALSO REQUIRES A RESTRICTION OF, USES A RESTRICTION OF DEVELOPMENT IN THE FLOODPLAIN AND IT PROHIBITS USES.
SO FOR WHETHER THE PROPOSED CHANGES IN OCCUR WITH ANY EXISTING OR PROPOSED PLANS FOR PROVIDING PUBLIC SCHOOL STREETS, WATER SUPPLY, SANITARY SEWS, OTHER PUBLIC SERVICES AND UTILITIES TO THE AREA.
AGAIN, THIS PROPERTY HAS ACCESS TO IH 10.
IT'S IN THE SHIRTS AND S-S-L-G-C DUAL CCN FOR WATER, IT'S IN THE SHIRTS IN SARAH DUAL CCN FOR WATER.
AND IT IS IN CP S'S AREA FOR ELECTRIC.
AND TO THE EXTENT WHICH THE PD, THE PROPOSED PD DD WILL RESULT IN A SUPERIOR DEVELOPMENT THEN CAN BE ACHIEVED THROUGH REGULAR ZONING.
SO AGAIN, THIS PROPOSED PDD IS A BASE GB TWO ZONING.
THIS IS A DOWN ZONING FROM THE N ONE.
THEY CURRENTLY HAVE A RIGHT TO DEVELOP UNDER, IT'S A RESTRICTION OF PERMITTED USES.
WE GET ADDITIONAL RESIDENTIAL BUFFERING.
WE GET A RESTRICTION OF DEVELOPMENT IN THE FLOODPLAIN AND WE GET ADDITIONAL LANDSCAPING REQUIREMENTS, ENSURES APPROPRIATE USES BUFFERING ADJACENT TO RESIDENTIAL AND IT PROVIDES THAT INCREASED LANDSCAPING.
SO WHETHER ALL THE APPLICANTS BACK TEXAS O TO THE CITY HAVE BEEN PAID IN FULL, UM, THEY HAVE BEEN PAID IN FULL.
IT DOESN'T IMPACT PLANNING AND ZONING COMMISSION.
AND SEVEN, WHETHER OTHER CRITERIA ARE MET, WHICH ARE THE DISCRETION OF THE PLANNING ZONING COMMISSIONING COUNCIL ARE DEEMED RELEVANT AND IMPORTANT IN CONSIDERATION OF THE AMENDMENT.
SO STAFF HAS ENSURED ALL UDC REQUIREMENTS HAVE BEEN MET FOR THE PROPOSED ZONE CHANGE.
UH, THE ZONING APPLICATION WAS SENT TO FIRE EMS AND POLICE EMS DID INDICATE THAT THERE EXISTING RESPONSE TIME DELAYS DOWN 1518 AND INTO BEXAR COUNTY AND PD D EXPRESSED THAT INDIVIDUALLY THE ZONE CHANGE DOES NOT HAVE AN IMPACT, BUT THE INCREASE IN DEVELOPMENT WITHIN THE CITY AS A WHOLE WILL HAVE AN IMPACT ON THEIR RESPONSE TIMES.
AND DUE TO THE PROPOSED AMENDED FUTURE LAND USE MAP DESIGNATION TO INDUSTRIAL HUB, THEY INCREASED SCREENING TO RESIDENTIAL RESTRICTION OF USES ALLOWED IN THE PROPOSED PDD AND INCREASES INCREASE OF LANDSCAPING REQUIREMENTS.
STAFF IS RECOMMENDING APPROVAL OF ORDINANCE 25 S 42, AND AGAIN, THE PLANNING AND ZONING COMMISSION HELD A PUBLIC HEARING FOR THE ITEM ON AUGUST 6TH AND MOTIONED IT TO CONTINUE SINCE SEPTEMBER 3RD.
AND AT THE SEPTEMBER 3RD P AND Z MEETING, THE COMMISSION MADE A RECOMMENDATION OF APPROVAL OF THE CITY COUNCIL WITH THE 4 0 1 OH.
