AND THIS FLOODING HAS CAUSED, CAUSED DAMAGE AND FLOOD LOSSES TO INFRASTRUCTURE HOMES, BUILDINGS IN ALL AREAS, WHETHER THERE ARE HIGH RISK FLOOD HAZARDS OR LOW MODERATE RISK FLOOD HAZARDS. WHEREAS THE CITY OF CHURCH IS A VOLUNTARY PARTICIPANT IN [00:15:01] THE NATIONAL FLOOD INSURANCE PROGRAM THAT PROVIDES RESIDENTS WITH THE OPPORTUNITY TO PROTECT THEMSELVES AGAINST FLOOD LOSS THROUGH THE PURCHASE OF FLOOD INSURANCE, AS WELL AS SETTING HIGHER REGULATORY STANDARDS TO REDUCE THE FLOOD RISK AND POTENTIAL FLOOD DAMAGE TO THEIR PROPERTIES. UM, $7.8 MILLION IN STREETS AND NINE $900,000 IN FACILITIES, WHICH INCLUDE, UH, REPLACEMENT OF, UH, AGING GENERATORS. HERE AT THE CITY HALL, UH, COMPLEX, UH, THE STREETS INCLUDE ATTENUATION OF THE FM 15 OR, UH, THE LOWER SINE ROAD PROJECT. UM, THE, UH, NORTH CLIFF, UH, COUNTRY CLUB BOULEVARD, UH, SAVANNAH O MILL OVERLAY, AS WELL AS SOME OTHER FUNDS TO COMPLETE THE, UH, THIS YEAR'S SPAM PROJECTS, THE STREET PRESERVATION AND MAINTENANCE. UH, OVERALL, THAT WOULD BE ABOUT A $9.8 MILLION ENTRY. UH, THE CIP DID CALL FOR ADDITIONAL PROJECTS IN THE WATER AND SEWER FUND. HOWEVER, DUE TO PROJECT DELAYS, UH, WE NO LONGER NEED THOSE FUNDS THIS YEAR SO THAT THAT PROJECT TIMELINES FOR THOSE PROJECTS WILL BE, UM, UH, EXPANDED OUT. AND THE CITY IS NOW, UH, DOES NOT WANT TO BE ISSUING MONEY IF WE'RE NOT READY FOR THE PROJECTS. SO THAT WOULD BE MONEY WE WOULD TAKE OUT AND WE PROBABLY PAYING INTEREST AND WE WOULDN'T ACTUALLY NEED TO USE THOSE FUNDS JUST YET. UH, SO WITH THE CIP, ONE OF THE MAIN BENEFITS IS OF THAT, IS THAT WE TIE IN WHEN WE'RE ACTUALLY GONNA SPEND THE MONEY WITH WHENEVER WE TAKE OUT, UM, OR MAKE OUR DEBT ISSUANCES, UH, OR ATTRIBUTE OUR FUND BALANCE TO THOSE KIND OF PROJECTS AND, AND LINE THOSE UP IN A MUCH BETTER WAY SO WE CAN BEST UTILIZE OUR FUNDS. UH, THE $9.8 MILLION, UM, AND THE GENERAL FUND SIDE IS THE 8.7 MILLION, UH, WAS PLANNED OUT WITH OUR CIP IN ORDER TO KEEP THE CURRENT INS RATE. SO IT CAUSED NO INCREASE IN OVERALL TAX RATE. UH, SO THAT'S WHY THAT NUMBER WAS SELECTED AND THE PROJECTS WERE SELECTED TO TIE INTO THAT, UH, OVERALL FUNDING AMOUNT, THE TIMELINE FOR THE ISSUANCE. SO HERE WE ARE TONIGHT ON MAY 12TH. WE'RE KIND OF GIVING BRIEF, UH, COUNSEL A BRIEF OVER, YOU KNOW, WHAT THE PROJECTS ARE, WHAT THE OVERALL TIMELINE IS, UM, KINDA LOOKING FOR OVERALL JUST, HEY, YEAH, GO AHEAD. EVERYTHING LOOKS GOOD. UM, SO UNLESS RATES REALLY SKYROCKET, WE DON'T WANT TO MISS THE MARKET BECAUSE WHAT YOU'VE GOT IS INTEREST RATES MIGHT BE AT FOUR AND A HALF PERCENT. AND WE THINK, OH, YOU KNOW, THEY GO UP TO FOUR AND THREE QUARTERS. WE SAY, WELL, LET'S WAIT. WELL, WHAT HAPPENS IF THEY GO TO FIVE AND A QUARTER OR FIVE POINT A HALF? SO MY BOSS WHO STARTED WORKING WITH THE CITY IN 1948, BELIEVED YOU BORROWED WHEN YOU NEEDED IT. GOOD POINT. WHY JAMES SAID, YOU KNOW, THE WASTEWATER WE'RE GOING TO DELAY 'CAUSE WE DON'T NEED THAT MONEY. AND THEN WE USE THE OPPORTUNITY TO REFUND, REFINANCE THE BONDS WHEN INTEREST RATES COME LOWER. SO YOU TAKE ADVANTAGE OF THAT. AND WE'VE DONE THAT MANY TIMES OVER THE YEARS WHERE YOU REFINANCE THE BONDS WHEN INTEREST RATES CAME LOWER. AND SO THAT'S WHAT WE WOULD PROBABLY DO. 'CAUSE YOU DON'T WANT TO CHANGE A PLAN IF YOU HAVE NEEDS FOR CONSTRUCTION OVER 25 BASIS POINTS OR 30 BASIS POINTS IN, IN A MARKET, BECAUSE SIX MONTHS FROM NOW, THAT MAY BE 130 BASIS POINTS. GOT YOU. UM, AND AT THAT TIME THE KEY PROVISION WAS CCMA WAS GOING TO BUILD A PLANT THAT HAD A MINIMUM OF 500,000 GALLONS PER DAY OF CAPACITY. UM, AND WITH THAT, THE WAY THE AGREEMENT WAS STATED IS THAT INITIALLY SHIRTS, IT WAS ASSUMED MIGHT HAVE THE FULL COMPLETE RIGHTS TO THAT. HOWEVER, CITY OF CILO HAD BASICALLY NINE YEARS TO PROVIDE US NOTICE IN CCMA AS WHETHER THEY WANTED TO OPT INTO THE PLANT. AND IF THEY OPTED INTO THE PLANT BEFORE THAT 10TH YEAR, THEN ESSENTIALLY THE WAY IT WOULD WORK IS THE CITY OF SHEZ WOULD PAY THE BOND PAYMENTS FOR THE FIRST 10 YEARS. WE WOULD SPLIT THE BOND PAYMENTS FOR THE NEXT 10 YEARS, AND THEN SLO WOULD PICK UP THE BOND PAYMENTS FOR THE LAST 10 YEARS. CITY COUNCIL IS APPROVED, UH, THE ITEM ENTERING INTO THE AGREEMENT TO EXPAND THAT PLANT. UH, YOU'VE ALSO APPROVED THE INITIAL BONDS FOR, UH, THE DESIGN OF THAT PLANT GOING FORWARD. AND SO, UH, WE'RE MOVING PART FORWARD IN PARTNERSHIP, UH, WITH CCMA CITY OF CI OS DOING THE THING. SAME THING TO EXPAND THAT PLANT, BUT WE NEED AS MUCH CAPACITY AS WE CAN GET TILL THEN, RIGHT?
